Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 704, reports as follows:
Communication No. 704, transmitted by Mayor C. Kimo Alameda, dated January 15, 2026,
requests the Council's review and confirmation of the nomination of Louisa "Sala" Anthony Lee to
the Environmental Management Commission.
Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce
Ms. Anthony Lee, who was also present in the Hilo Chambers.
Committee Member Dennis "Fresh" Onishi informed her that at 11:30 a.m., the Department of
Environmental Management will be hearing a communication on wastewater projects, and he
recommended that she review that information due to the importance of wastewater management.
Committee Member Ashley L. Kierkiewicz spoke in favor of the appointment.
Committee Chair Jenn Kagiwada asked Ms. Anthony Lee if she is aware of the meeting schedule and
will be committed to attending meetings. Ms. Anthony Lee said she was committed to being at the
meetings.
Pursuant to Article VI, Chapter 10, Section 6-10.5 of the Hawaii County Charter, members of the
Environmental Management Commission shall be appointed by the Mayor and confirmed by the
Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 704, and recommends confirmation of the appointment of
Louisa "Sasa" Anthony Lee to the Environmental Management Commission.
