County Reports: i. County of Hawaii ii. County of Kauai iii. County of Maui iv. City and County of Honolulu a County reports approved. c. NACo Report All three HSAC-appointed NACo Board members participated in the 2025 NACo Fall Board Meeting held December 4-6, 2025, in Wise County (Decatur), Texas. The Board approved NACos 2026 budget, launched the "We Are Counties" campaign, confirmed new Board members and affiliates, and received reports on finance, federal policy priorities, organizational performance, and data initiatives. HSAC representatives also promoted the May 2026 WIR Conference in Maui and discussed NACo Second Vice President candidates, with a recommendation to begin early evaluation and engagement to support a coordinated HSAC endorsement. d. Legislative Report During this reporting period, the Executive Director advanced HSAC's administrative, financial, legislative, and strategic priorities, including support for Executive Committee operations, completion of annual conference closeout activities, stakeholder and legislative engagement, and preparation for the 2026 Legislative Session and upcoming regional and national conferences. Updates on planning for the HSAC 2026 Annual Conference and 1+1/I:Zd1itT.TK.TiiMMIT43 irr, 6. NEW BUSINESS a. City and County of Honolulu Resolution No. 25-308, "RELATING TO THE 2026 HAWAYI STATE ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE," which was approved by the City and County of Honolulu on October 30, 2025. b. County of Kauai Resolution No. 2025-40, "RESOLUTION APPROVING PROPOSALS FOR INCLUSION IN THE 2025 HAWAI`I STATE ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE," which was approved by the City and County of Honolulu on November 12, 2025. c. County of Hawai `i Resolution No. 395-25, "APPROVES LEGISLATIVE PROPOSALS AND PRIORITIES FOR INCLUSION IN THE 2026 HAWAI`I STATE ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE," which was approved by the City and County of Honolulu on November 19, 2025. d. County of Maui Resolution No. 25-220, "RESOLUTION APPROVING PROPOSALS FOR INCLUSION IN THE 2025 HAWAI`I STATE ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE," which was approved by the County of Maui on December 5th, 2025. All county resolutions approved. e. Presentation from State House Representative Luke Evslin on Housing Policy and Legislation for 2026. Open discussion and dialogue regarding Rep. Evslin' Housing Legislation for the 2026 Session. Executive committee members shared their perspective on specific county impacts as a result of legislative proposals. f Review and approval of the HSAC Recommendations regarding the usage of the Green Fee. HSAC respectfully urges the Green Fee Advisory Council to include the following two funding priorities in its recommendations: i. Development and Maintenance of Recreational Infrastructure in Underserved, High -Visitor Areas ii. Support to Counties for Cesspool Conversions, Prioritizing Shoreline Areas Green Fee Letter to Governor approved. g. Review and approval of the agreement with The Public Promise Insurance Agency, LLC and HSAC to provide support to county employees pursuing public loan forgiveness with their student loans. i. The NACo EDGE Savi partnership is a program that offers county government employees and other public servants a tool to help them navigate complex federal student loan repayment and Public Service Loan Forgiveness (PSLF) programs. Savi is not a loan forgiveness program itself, but a service that simplifies the process of applying for existing government programs. NACo Edge Savi Partnership approved. December 11, 2025, HSAC Executive Committee Meeting Minutes Page 1 4 7. ANNOUNCEMENTS a. Scheduling of the next Executive Committee meeting. The next meeting is scheduled for in person on Wednesday, January 21st at 2:06pm for Hawai `i State Capitol Opening Day. 8. ADJOURNMENT The meeting adjourned.
