Testimony for Bill 83
Aloha Council,
While I support the intentions of Bill 83, it would be a mistake to pass the bill in its current form.
The bill, as written, would favor one company over its competitors by leaving out valid
compostable certifications, NSF and TUV. As written, the bill would result in the exclusion of the
most popular compostable containers on the island that are sold by Costco and used by hundreds of
businesses.
I, personally, never buy takeout food if it comes in plastic. When I read the newspaper account of
Bill 83 passing on first reading, I was happy that the county looked like it was going to do
something about the flood of plastics. Then I heard that the bill gave unwarranted advantage to one
company over all the rest. We want to solve a problem here, not make another one.
I have been advocating for reductions in the use of plastics since 2000. At that time, the Council
voted 8-1 against such bills, with only Bob Jacobson supporting it. Now the Council is so much

more supportive of environmental issues and it would be a shame to let this bill be passed with such
a glaring bias.
Please amend this bill to allow participation by all companies with compostable products, not just
one.
