WHEREAS, the Zonta Club of Hilo Foundation is a 501(c)(3) nonprofit organization whose mission is to empower women and girls through public service and advocacy; and WHEREAS, the Zonta Club of Hilo Foundation is requesting funds for expenses relating to the purchase of "Hands Are Not for Hitting, Hands Are for Helping" preschool -level books, which will serve a public purpose by benefiting, improving, or promoting the interests of education and the needs of the poor, youth, the aged, and those with physical or emotional disabilities; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 1 are hereby transferred to the Office of the Prosecuting Attorney to provide a grant to the Zonta Club of Hilo Foundation for the expenses and purposes identified in `Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,500 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief $2,500 .�77�7ilY�llt1]IC�� 1010-21-27102 Office of the Prosecuting Attorney $2,500 Prosecuting Atty OCE 530115 Misc. The "Hands Are Not For Hitting, Hands Are for Helping" nonviolent education and book project for preschoolers has a successful multi -year track record. The Zonta Club of Hilo Foundation provides and uses "teacher -approved" books for preschool -age students, along with trained readers to spread positive messaging. Past partners include the Island of Hawari YMCA, YWCA of Hawaii Island, Boys & Girls Club of the Big Island, Child & Family Service, Neighborhood Place of Puna, the Exchange Clubs, Head Start program sites, and other preschools, as well as local governmental organizations addressing violence in the community. With the challenges posed by the COVID-19 pandemic, many preschoolers and their parents have experienced "added stresses" that can hamper learning and skill development. The supportive project for social -emotional learning and violence prevention teaches calm, clear, kid -friendly responses to stressful situations. The organizations that have received and used the books have provided positive feedback and encouraged the Zonta Club of Hilo Foundation to continue and expand the project. This year, many new Department of Education -funded preschool sites have started on Hawaii Island. The Zonta Club of Hilo Foundation aims to reach out to these new preschool programs to provide book sets and reading sessions. If Contingency Relief Funding is received, the priority for distribution would be to these new preschools, followed by preschools that have been supported in the past. After the project period ends, future distribution plans will be evaluated based on feedback from the respective preschools. *49. 501(c)(3) Mission Statement Zonta International is a leading global organization of individuals working together to build a better world for women and girls. The Zonta Club of Hilo envisions our island community as a place where women's rights are recognized as human rights and every woman is able to achieve her full potential. * 50. In 1,000 characters or less, explain how the 501(c)(3) is connected to the project. The Zonta Club of Hilo is the organizer and primary implementer of this project, coordinating book distribution, reading sessions, and community outreach. The Zonta Club of Hilo Foundation provides the funding and resources necessary to purchase the books, train readers, and support program activities. Together, the Club and Foundation ensure the project aligns with Zonta's mission. *51. Please upload a completed CRF Grant Budget Form. CRF Budget Form.xlsx Public Purpose of Requested Funds Per §2-138 of the HawaPi County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public benefits and fulfills a public purpose within the County. 52. With these funds, 355 books will be ordered, including 65 "Words Are Not for Hurting," 65 "Hands Are Not for Hitting," 65 "Worries Are Not Forever," 40 "Calm -Down Time," 30 "Voices Are Not for Yelling," 30 "Teeth Are Not for Biting," 30 "Feet Are Not for Kicking," and 30 "Gentle Hands and Other Sing -Along Songs for Social -Emotional Learning." At least five youth locations will host readings, reaching at least 150 preschool -age children. All 355 books will be distributed in various sets to preschools and youth -affiliated organizations; for example, six sets of three books will be provided to Friends of First Responders for an upcoming keiki retreat with first responder parents. Jackie Pualani Johnson will also train additional adult and teenage community members, including Hilo High School Key Club members, to serve as readers and help extend the project's impact.
