Your Committee on Finance, to which was referred Resolution No. 462-26, reports as follows:
Resolution No. 462-26, transmitted by Housing Administrator Kehaulani M. Costa via
Communication No. 721, dated January 29, 2026, authorizes and directs the Director of Finance to
negotiate the disposition of Real Property identified as Tax Map Key No. 7-4-010:044 by lease to
Hope Services Hawaii, Inc., for homeless assistance purposes.
This resolution authorizes the negotiation of a one-year lease with one one-year option to renew
with an approximate annual cost of $10. The property, located at 74-5593 Pawai Place, would
continue to be used as an assessment center and emergency shelter for individuals who are
experiencing homelessness.
Housing Administrator Keahulani Costa was present and provided background on matter.
Committee Member Jenn Kagiwada asked whether this lease is appropriate for these programs.
Ms. Costa responded that a one-year lease works for their department as they can manage the lease
and oversee the programs and projects held in these facilities.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 462-26, and
recommends its adoption.
