Your Committee on Finance, to which was referred Resolution No. 461-26, reports as follows:
Resolution No. 461-26, transmitted by Environmental Management Director Daniel Girvan via
Communication No. 720, dated January 29, 2026, authorizes the payment of funds of later fiscal
years to enter into a multi -year agreement for professional construction management services
relating to the Hilo Wastewater Treatment Plant Upgrade Project to be used by the Department of
Environmental. Management.
This resolution authorizes the Mayor to enter into a six -year agreement with an estimated cost of
$1,600,000 per year to retain professional construction management services.
Environmental Management Project Coordinator Mark Grant was present and gave a brief overview.
Committee Member Matt Kaneali`i-Kleinfelder asked whether there would be an overlap between
Phase 1 and Phase 2 of the project explaining that if an overlap occurred and a different management
company was hired for Phase 2, he wanted to prevent costly miscommunication and oversight issues
between the two firms. Mr. Grant responded that there are currently no overlaps and noted that if
overlaps were to occur there would be a request for a supplemental agreement to expand the scope of
work.
Committee Member Dennis "Fresh" Onishi asked about the department's choice to hire construction
management services. Mr. Grant explained that staffing shortages prevent the County from assigning
employees to the project and that three full-time staff members will oversee it.
Committee Member Heather Kimball spoke in support emphasizing that as a key improvement
project, investing in these services will provide long-term benefits for the County.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 461-26, and
recommends its adoption.
