Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 731, reports as follows:
Communication No. 731, transmitted by Mayor C. Kimo Alameda, dated January 29, 2026,
requests the Council's review and confirmation of the nomination of Dwayne T. Mukai to the Liquor
Control Adjudication Board.
Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce
Mr. Mukai, who was present in the Hilo Chambers.
Committee Members Ashley L. Kierkiewicz and Matt Kaneali'i-Kleinfelder spoke in favor of the
appointment. Member Kaneali`i-Kleinfelder disclosed a business relationship, sharing that Mr. Mukai
has been his accountant in the past and was possibly still managing an account for one of his children.
Committee Chair Jenn Kagiwada asked Mr. Mukai if he is aware of the meeting schedule and will
be committed to attending meetings. Mr. Mukai said he was committed to being at the meetings.
Pursuant to Article VII, Chapter 3, Section 7-3.3 of the Hawaii County Charter, members of the
the Liquor Control Adjudication Board shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 731, and recommends confirmation of the appointment of
Dwayne T. Mukai to the Liquor Control Adjudication Board.
