Re: Comm. No. 722/ Bill No. 129
Your Policy Committee on Public Works and Mass Transit, to which was referred Bill No. 129,
reports as follows:
Bill No. 129, transmitted by Director of Public Works Wesley R. Segawa, via Communication
No. 722, dated January 22, 2026, amends Chapter 24, Article 10, Division 5, Section 24-280,
Schedule 28 of the Hawaii County Code 1983 (2016 Edition, as amended), relating to no parking at
anytime.
Bill No. 129 prohibits parking at any time for certain portions of Ali`i Drive fronting Kahalu`u
Beach Park.
Director of Public Works Wesley R. Segawa was present and requested, on behalf of the
administration, that the bill be postponed to allow additional time to get input from stakeholders.
Committee Member Matt Kaneali`i-Kleinfelder suggested moving the bill forward while the
department conducts the stakeholder meeting. Committee Member Dennis "Fresh" Onishi asked
Director Segawa if a one -month postponement is sufficient, which Director Segawa agreed to.
Committee Member Onishi then moved to postpone the hearing on the bill to March 17, 2026.
Committee Vice Chair Ashley L. Kierkiewicz stated that due diligence should have been done prior
to the introduction of the bill. She then asked Traffic Division Chief Aaron Takaba to provide
background information on the bill. The motion to postpone the hearing on the bill to March 17,
2026 failed. Director Segawa stated they will continue with the planned outreach and will provide
input when the bill is heard at Council.
Your Policy Committee on Public Works and Mass Transit is in accord with the purpose and intent
of Bill No. 129, and recommends its passage on first reading.
