RESOLUTION NO. 480 26
A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF LATER FISCAL
YEARS TO ENTER INTO A MULTI -YEAR AGREEMENT WITH NEOGOV FOR
SOFTWARE LICENSING, MAINTENANCE, AND SUPPORT FOR THE
DEPARTMENT OF HUMAN RESOURCES.
WHEREAS, Section 10-11 of the Charter of the County of Hawaii (hereinafter "the
Charter") provides, in part, that "any contract, lease or other obligation requiring payment of
funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made
or approved by resolution"; and
WHEREAS, the Department of Human Resources (hereinafter "the Department") wishes
to enter into a multi -year agreement with NEOGOV starting in May 2026 for a term of three
years for software licensing, maintenance, and support; and
WHEREAS, the Department has utilized NEOGOV as its official recruiting and applicant
tracking system since July 2011 to manage and streamline the recruitment lifecycle for the
County; and
WHEREAS, NEOGOV improves operational efficiency, ensures accurate applicant
tracking and auditable records, and supports fair and equitable hiring; and
WHEREAS, the continued use of NEOGOV ensures operational continuity, preserves
historical data, avoids costly system transitions, and supports the County's ability to attract and
retain a qualified workforce; and
WHEREAS, the Department estimates the annual cost for software licensing,
maintenance, and support to be $34,100 for the first year, $M,570 for the second year, and
$39,230 for the third year, plus applicable taxes; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAPI that the
Mayor is hereby authorized to enter into a multi -year agreement for a term of three years for the
purposes hereinabove described.
BE IT FURTHER RESOLVED that, in accordance with Section 10-11 of the Charter,
sufficient fiends be budgeted in later fiscal years to cover the anticipated obligations of the
County under the terms of the agreement.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to William V. Brilhante, Jr., Managing Director, Diane T. Nakagawa, Director of
Finance, and Sommer J. Tokihiro, Director of Human Resources.
