RESOLUTION NO. 483 26
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MERRIE
MONARCH FESTIVAL FOR EXPENSES RELATED TO THE 63RD ANNUAL
MERRIE MONARCH FESTIVAL.
WHEREAS, The Merrie Monarch Festival is a 501(c)(3) nonprofit organization that
perpetuates, preserves, and promotes the art of hula and Hawaiian culture through an
internationally renowned annual celebration; and
WHEREAS, The Merrie Monarch Festival is requesting funds for expenses related to the
63rd Annual Merrie Monarch Festival for security and traffic services provided by off -duty
police officers, which will serve a public purpose by benefiting, improving, or promoting the
interests of culture and the arts; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 2 are hereby transferred to the
Department of Parks and Recreation to provide a grant to The Merrie Monarch Festival for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

this resolution.

The Merrie Monarch Festival is a week-long cultural festival that includes a day -long ho'olaule'a celebration of hula,
music, and culture, mid -day hula exhibitions, a four -day invitational arts and crafts fair, a free ho'ike exhibition with
international performances, a grand parade through Hilo town, and a highly acclaimed three-day hula competition.
The purpose of this week-long festival is to perpetuate Hawaiian culture by providing a platform for practitioners and
students to practice their culture.

The mission of The Merrie Monarch Festival is to perpetuate, preserve, and promote the art of hula and Hawaiian
culture. The festival endeavors to develop and augment a living knowledge of Hawaiian culture, arts, and crafts
through workshops, demonstrations, exhibitions, and performances of the highest quality and authenticity. In doing
so, it seeks to enrich the lives of all of Hawai i s people, and beyond, including individuals who might not otherwise
have an opportunity to participate.

The Merrie Monarch Festival, a domestic non-profit organization registered with the State of Hawai'i Department of
Commerce and Consumer Affairs, honors the legacy of King David Kalakaua, who inspired the perpetuation of our
traditions, native language, and arts. The organization's primary work is producing the week-long Merrie Monarch
Festival in Hilo, Hawaii each spring, a cultural celebration featuring Hawaiian music, arts, and a premier hula
competition.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

The funds requested are intended to cover the costs of off -duty police officers, who are an integral part of The Mende
Monarch Festival's safety protocols. These officers manage and direct traffic around the Edith Kanaka'ole Stadium and
parade route, ensuring smooth movement for participants, vendors, and attendees. Their presence also serves as a
deterrent to crime and enhances the overall safety of festival -goers. By supporting this security measure, the festival
aims to maintain a safe and orderly environment, reduce traffic -related incidents, and enable attendees to engage with
and enjoy the cultural events fully.
