RESOLUTION NO. 484 26
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO LYDIA8 TO ASSIST
WITH EXPENSES FOR THE KONA TOWN NIGHT MARKET'S LEI DAY BLOOM
EVENT.
WHEREAS, Lydia8 is a 501(c)(3) nonprofit organization that aims to cultivate
transformative artistic and cultural opportunities for wahine of Hawaii to mobilize their
communities and create real change; and
WHEREAS, Lydia8 is requesting funds to assist with expenses for sound and lighting
production equipment, public safety and security personnel, educational activities and materials,
portable restrooms, handwashing stations, tables, chairs, light towers, shade tents for eating and
stage areas, professional service fees for cultural services, zero -waste and waste management
infrastructure, and general liability'insurance, which will serve a public purpose by benefiting,
improving, or promoting the interests of culture and the arts, educational concerns, the needs of
the poor, youth, the aged, those with physical or emotional disabilities, and the public health and
welfare of the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 8 are hereby transferred to the
Department of Liquor Control to provide a grant to Lydia8 for the expenses and purposes
identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

The Kona Town Night Market (KTNM) is a community -centered gathering that bridges local commerce with cultural
preservation. Building on the success of 2025, the May 2, 2026, KTNM Lei Day BLOOM event, publicly branded as Lei
Day x BLOOM, centers on restoring May Day as Lei Day, a tradition synonymous with Hawari's unique shared heritage.
Beyond celebration, KTNM functions as a work -based learning laboratory in partnership with'Ewalu Industries,
providing students with hands-on mentorship across 13 professional pathways, including marketing management,
digital design, film/media, teaching, agriculture, culinary arts, medical services (nursing), sustainable hospitality,
engineering, automotive, computer science, construction, and electro-mechanical science, technology, engineering,
and mathematics cohorts. This integrated approach ensures that while Hawari s cultural traditions are honored, a
skilled local workforce is simultaneously being developed for the future. To safely accommodate a projected 4,200
participants and students, the request supports essential safety, accessibility, and educational infrastructure. This
includes professional security services and industrial light towers to manage a projected 40% increase in attendance,
as well as dedicated shaded seating for kOpuna and'ohana to mitigate heat exposure and ensure elders can safely
participate in the festivities. Cultural education remains central to the event through free lei -making and mo'olelo
workshops, honoring the tradition established in 1928 that recognizes the lei as a symbol of aloha. The 2026
celebration marks the inaugural step in a long-term vision to establish The BREWery Block as the permanent home of
the event, creating a reliable, high -visibility hub for culture, education, and community gathering. The requested
Contingency Relief Funds (CRF) provide the essential foundation for this first year, ensuring that the event remains a
thriving and accessible celebration for West Hawari.

Lydia8 serves as the 501(c)(3) fiscal and mission -driven anchor for the KTNM. As an organization dedicated to
cultivating transformative artistic and cultural opportunities for the wahine of Hawari, Lydia8 provides the leadership
and legal framework necessary to mobilize community -wide change. The project is a direct extension of Lydia8's
mission to empower the next generation. By establishing The BREWery Block as the permanent home for the market,
Lydia8 creates a stable platform for cultural restoration and workforce development. Through this project, Lydia8
oversees the integration of students into 13 professional pathways in partnership with'Ewalu Industries, turning the
event into a laboratory for community leadership. This partnership ensures that 100% of CRFs are managed with
professional accountability, providing safety, education, and cultural vibrancy for the keiki and'ohana of West Hawai'i.

Public Purpose of Requested Funds
Per §2-138 of the HawaPi County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.
47. According to §2-136, "public purpose" is defined as a benefit to, improvement of, or promotion of the

46. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these
funds.
Event success will be evaluated through data -driven benchmarks that reflect a commitment to culture, education, and
public safety. Public safety outcomes will be measured through the successful execution of the event for 4,200 or more
attendees with zero major safety incidents, supported by the deployment of four industrial light towers and
professional security to manage a projected 40% increase in traffic. Cultural outcomes include the delivery of an eight -
hour festival featuring three schools and their May Day courts, along with more than 100 free lei -making and mo'olelo
workshop rotations to support the intergenerational transfer of HawaiTs traditions. Work -based learning outcomes
within Career and Technical Education pathways will be achieved in partnership with'Ewalu Industries through the
provision of 15 or more student mentorships. Success will be measured by outputs across 13 pathways, including
medical services, sustainable hospitality and tourism, digital design and film, culinary arts and agriculture, engineering,
and construction. Public health outcomes will be measured through heat mitigation strategies to protect kupuna and
keiki, including the strategic placement of shaded seating and hydration stations throughout the event footprint to
reduce heat exhaustion risks and increase dwell time for multi -generational families. Economic impact will be
evaluated through the provision of a high -traffic marketplace for 40 or more local businesses, with success measured
by 100% Hawaii -based vendor participation. By leveraging CRF for essential infrastructure, vendor fees are kept
accessible, allowing local entrepreneurs to maximize earnings and sustain the micro -economy. Organizational
sustainability will be demonstrated through the establishment of The BREWery Block as the permanent home for the
festival, with success defined by the formalization of site -specific logistics and safety protocols that ensure West
Hawai'i remains a long-term cultural hub.
