WHEREAS, Hamakua Health Center, Inc. (HHC), is a 501(c)(3) nonprofit organization that provides quality healthcare and is responsive to the needs of its patients and the community; and WHEREAS, HHC is partnering with the FIonoka`a Business Association to organize the 2026 Honoka`a Western Week Festival, to be held May 16-25, and is requesting funds for public outreach and the following equipment rentals: audio-visual sound system, lighting, stage, tents, portable toilets, and trash dumpsters, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts, educational concerns, the needs of the poor, youth, the aged, those with physical or emotional disabilities, the public health and welfare of the people and the environment, victims of crimes, and victims of health or social crises; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983.(2016 Edition, as amended), Contingency Relief funds from Council District 1 are hereby transferred to the Department of Parks and Recreation to provide a grant to Hamakua Health Center, Inc., for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 1010-11-10191 Clerk-CouncilSVC— Contingency Relief CREDITED TO: 1010-51-50302 Department of Parks and Recreation P&R Admin OCE 530115 Misc. The Honoka'a Western Week Festival is a long-standing, community -wide celebration honoring the paniolo heritage and cultural history of the Hamakua coast. Dating back to the 1960s, this annual week-long event has grown into one of the most highly anticipated festivals on Hawari Island. It brings together residents and visitors for free, family - friendly cultural, educational, and community activities. The Honoka'a Western Week committee provides its time, energy, and resources in -kind to coordinate a series of events that include a parade and block party, rodeo -related activities, cultural demonstrations, educational partnerships, and community gatherings that celebrate the historic significance of Honoka'a town and its agricultural and paniolo traditions. Although the committee begins work early in the year, the requested funds will become effective from May 16-25, 2026, during the official week of events. *46. 501(c)(3) Mission Statement Provide quality healthcare that is responsive to our patients' and communities' needs. *47. Hamakua Health Center, Inc., is connected to this project as it serves as the safety net for health care for all of North Hawari, providing primary care, dental, behavioral health, and additional support services to the communities of the Hamakua coast and beyond. As a long-standing community partner, the health center is a member of the Honoka'a Business Association and supports events such as Honoka'a Western Week Festival that strengthen community connection, cultural identity, and overall wellness. Participation in this annual celebration allows the health center to engage directly with residents in a familiar, welcoming setting while reinforcing the importance of physical, mental, and emotional health within the broader context of cultural celebration and community pride. *48.
