HomeMy WebLinkAboutRES 492 Draft 01 2024-2026COUNTY OF HAWAI`I STATE OF HAWAII RESOLUTION NO. 4-92 2G A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO OCEAN VIEW COMMUNITY ASSOCIATION, INC., TO PURCHASE A GAZEBO AND PICNIC TABLES FOR USE AT ITS COMMUNITY GARDEN. WHEREAS, the Ocean View Community Association, Inc. (OVCA), promotes community self-reliance by addressing the recreational, educational, literary, and infrastructure needs of the Ocean View and the Ka`u district; and WHEREAS, the OVCA has started to create a community garden that embodies the philosophy of "Growing Food and Community", aiming to increase the amount of locally grown food to be consumed by the residents of their community while also supporting Hawai`i's broader goals of food security and self-sufficiency; and WHEREAS, OVCA is requesting funds to purchase an outdoor gazebo and picnic tables for the community garden, which will serve a public purpose by benefiting, improving, or promoting educational concerns, the interests of the poor, youth, the aged, and those with physical or emotional disabilities, as well as the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 6 are hereby transferred to the Department of Parks and Recreation to provide a grant to Ocean View Community Association; Inc., for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $3,332 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief CREDITED TO: 1010-51-50302 Department of Parks and Recreation P&R Admin OCE 530115 Misc. The Ocean View Community Garden embodies the philosophy of Growing Food and Community, aiming to increase the amount of locally grown food consumed by Ocean View residents and support Hawaii's broader goals of food security and self-sufficiency. The project will create a community garden at the Ocean View Community Center, providing a secure gathering space for residents to learn how to grow, harvest, and use fresh fruits and vegetables. Ocean View Community Association, Inc. (OVCA), will donate the 1/2 acre, provide fencing, water, tools, seeds, plants, and trees, security cameras and gate locks, access to OVCA's certified processing kitchen, and overall garden management. Designed on a food forest concept, the garden will include nine 4' x 16' concrete raised beds interspersed with fruit ,and nut trees, edible vines, and demonstration beds of native and medicinal plants. Educational and social events will be held under a large gazebo. Participants may work in the communal and composting areas in exchange for use of their garden beds, and excess produce will be donated to the community food bank and the garden's free produce stand. Committed community partners include the Ocean View Boys and Girls Club, Ka'D Martial Arts, Ocean View Girl Scouts,'Aina Estates, and the Ocean View Senior Nutrition Program. *43. 5O1(c)(3) Mission Statement To promote community self-reliance by addressing the recreation, education, literary, and infrastructure needs of Ocean View and the Ka'D District. * 44. OVCA is a community -based organization formed in 1968 to promote civic and individual self-reliance throughout the Kahuku District of 1&0 and received 501(c)(3) status in 2001. In 1980, OVCA constructed the 6,400-square-foot, two- story Ocean View Community Center, which includes a main hall, performance stage, certified processing kitchen, classroom, health room, and public lending library. OVCA will contribute the 1/2 acre, fencing, water, tools, seeds, plants and trees, security cameras and gate locks, processing kitchen access, and overall garden management. The organization fulfills its mission by operating the Ocean View Community Center as a nonprofit, community -based resource that provides space, services, and programs to local organizations, groups, and individuals. *45. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these funds. The nine raised beds are projected to produce approximately 1,728 pounds of produce annually. Participants will record the quantity of food harvested during each six-month growing season. Fruit and nuts grown in the communal areas will also be tracked. Additionally, participants will log the hours they spend helping maintain the communal garden. OVCA anticipates hosting 2-3 special events or educational classes at the garden each month, with attendance tracked and recorded.
