REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: March 3, 2026 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 751 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 751, reports as follows: <br />Communication No. 751, transmitted by Mayor C. Kimo Alameda, dated February 12, 2026, <br />requests the Council's review and confirmation of the nomination of Reginald G. Alexander to the <br />Veterans Advisory Committee. <br />Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce <br />Mr. Alexander, who was present via remote technology. <br />Committee Members James E. Hustace and Dennis "Fresh" Onishi spoke in favor of the appointment. <br />Committee Chair Jenn Kagiwada asked Mr. Alexander if he was aware of the meeting schedule and <br />can attend upcoming meetings. Mr. Alexander said yes. <br />Pursuant to Chapter 15, Article 7, Section 15-61 of the Hawaii County Code, members of the <br />Veterans Advisory Committee shall be appointed by the Mayor and confirmed by the Council. <br />Your Committee on Governmental Operations and External Affairs is in accord with the purpose <br />and intent of Communication No. 751, and recommends confirmation of the appointment of <br />Reginald G.
