Public attendance via Courtesy Site is available at the following locations: • Ocean View Community Association, 92-8924 Leilani Circle; • Pahoa Council Office, 15-2879 Pahoa Village Road; and • Waimea Council Office, Parker Square, 65-1279 Kawaihae Road, Suite 109. If a Courtesy Site is unavailable and/or participation is disrupted, the scheduled meeting will continue. Page 2 Hawai'i County Clerk 03/11/2026 01:49:36 PM FC-31 March 17, 2026 ORDER OF RESOLUTIONS Res. 475-26: AUTHORIZES AND DIRECTS THE DIRECTOR OF FINANCE TO (Draft 2) NEGOTIATE THE DISPOSITION OF CERTAIN REAL PROPERTY BY LEASE TO NONPROFIT ORGANIZATIONS FOR PERMANENT HOUSING PURPOSES Authorizes the negotiation of six one-year leases with four one-year renewal options at an approximate annual cost of $10 for six residential properties to be used as long-term permanent housing for underserved populations. Res. 480-26: AUTHORIZES THE PAYMENT OF FUNDS OF LATER FISCAL YEARS TO ENTER INTO A MULTI -YEAR AGREEMENT WITH NEOGOV FOR SOFTWARE LICENSING, MAINTENANCE, AND SUPPORT FOR THE DEPARTMENT OF HUMAN RESOURCES Authorizes the Mayor to enter into a three-year agreement with an approximate annual cost of $34,100 for the first year, $36,570 for the second year, and $39,230 for the third year, to provide software licensing, maintenance, and support for the department's Recruitment and Examination Division. Reference: Comm.756 Intr. by: Council Member Kaneali`i-Kleinfelder (B/R) BILLS FOR ORDINANCES Bill 139: AMENDS ORDINANCE NO. 25-45, AS AMENDED, THE OPERATING BUDGET OF THE COUNTY OF HAWAI`I FOR THE FISCAL YEAR ENDING DUNE 30. 2026 Appropriates revenues in the Federal Grants — Benefits Enrollment Center — National Council on Aging account ($150,000); and appropriates the same to the Benefits Enrollment Center — National Council on Aging account. Funds would be used to help enroll Medicare beneficiaries who have limited income and resources to access available benefits. Reference: Comm.769 Intr. by: Council Member Kaneali`i-Kleinfelder (B/R) Page 3 FC-31 Hawai'i County Clerk 03/11/2026 01:49:36 PM March 17, 2026 Bill 140: AMENDS ORDINANCE NO. 25-45, AS AMENDED, THE OPERATING BUDGET OF THE COUNTY OF HAWAI`I FOR THE FISCAL YEAR ENDING DUNE 30, 2026 Appropriates revenues in the following accounts: Housing Choice Voucher — Dolphin Bay ($23,912), Dolphin Bay Rental Income ($50,000), Department Charges ($176,610), and Sundry Revenues Current— Dolphin Bay ($8); and appropriates the same to the Housing Dolphin Bay accounts: Other Current Expenses ($243,986) and Equipment ($6,700). Funds would be used for operating and maintenance activities. Funds would be used for operating and maintenance activities.
