No. 737Bill. No. 131 <br />Your Committee on Legislative Approvals and Acquisitions, to which was referred Bill No. 131, <br />reports as follows: <br />Bill No. 131, transmitted by Managing Director William V. Brilhante, Jr., via Communication <br />No. 737, dated January 6, 2026, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, <br />Chapter 25 (Zoning Code) of the Hawaii County Code 1983 (2016 Edition, as amended), by <br />changing the district classification from Single -Family Residential—10,000 square feet (RS-10) to <br />Neighborhood Commercial—10,000 square feet (CN-10) at Waiakea, South Hilo, Hawaii, <br />covered by Tax Map Key: 2-2-034:045 (Applicant: CU Hawai`i Federal Credit Union) <br />(Area: 22,500 square feet). <br />The Windward Planning Commission forwards its favorable recommendation for this requested <br />change of zone, which would allow the applicant to construct a 41-stall parking lot for the proposed <br />new credit union facility to be located on Tax Map Key No. 2-2-034:036. The property is located at <br />494 Hmano Street. <br />Planning Director Jeffrey W. Darrow, Planning Consultant Daryn Arai, and President of Applicant <br />CU Hawai`i Federal Credit Union James Takamine, were present in the Chambers. <br />Mr. Darrow provided a PowerPoint presentation on the recommendation of the Planning Department <br />for the applicant's change of 'zone request with an amendment to Condition G. <br />Committee Member Ashley L. Kierkiewicz requested Mr. Takamine address your committee on the <br />timeline for construction. Mr. Takamine shared that the design process of the construction phase will <br />likely start at the beginning of 2028, as they are currently at the beginning stages of changing their <br />core account and loans systems as well as digital banking platforms. He added that once design is <br />completed, construction will proceed as quickly as possible, likely within a few years. <br />LAAC Report No. 34 <br />
