Dear Mr. Yamashiro,
I have been asked to write this letter to you based on the input of many
homeowners in all three subdivisions (Kehena, Puna Palisades and
Seaview) because of the non-response that we are getting from Public
Works Department. We are for paving Highway 137 (Kapoho-Kalapana
road) with regular black asphalt.
The road is narrow, winding and dangerous to drive but is used by tourists
because of its scienic beauty and locals to get to places along the Puna coast
line. I like to drive to Ahalanui Hot pond, which is 10 miles from the
Kehena Subdivision where my home is. At one time I was forced off the
road by an oncoming vehicle and as a result the tire of my car blew out.
There is a small group of people who do not support the paving of Hwy.
137 and had only private meetings with the Public Works Department.
They insist of using red asphalt which was used years ago. In the meantime
the road has been patched with black asphalt.
It seems difficult to justify spending federal and county monies for red
asphalt at three times the cost of a standard serviceable road. Are we not
trying to obtain a safe roadway for everyone to travel on? Red versus black,
is the County of Hawaii really serious about considering such an option at
such a cost difference?

We request support from the Administration to respond to a majority of
people in all the subdivisions along Hwy. 137 to proceed and start paving
by July 1, 2000, pave at the lowest cost option.
Hopefully we do not loose the federal funding for this project. This would
be a real tragedy and a big loss for Puna.
If you need further community input we'll be glad to meet with you in your
office to express our concerns.
