Aloha- Council members:
It has come to my attention that Queen LHiuokalani Trust would li };c ;_zone .87 acres of
land from open to village commercial on the makai side of Queen ' . i manu Highway.
I so not believe this change should he made at this time.
We have a glut in rezoned property onthe ready (already rezoned bi• . +•iaiting future use },
rather than_a_l2uild_Qut _ a that_pr_Qp_e ty. Queen Liliuokalani's reque': approved, woudl
result in more piecemeal planning v is the bane of West Hawai i tinning. Before we
rezone any other property, our planners should wait to see Kailua -L. , after those
properties have been developed, rather than prematurely approving • zoning changes.
I also do not believe that an),LI.and makai of Qieen Kaah n anu Hig1 in \Vest Highway
should be rezoned for other than openspace or pu ic use . I realize appears a radical
departure from plans to fill up most coastal puka with resorts or con - ., cial businesses;
but I believe that the huge increase in building here, especially of lu> u - developments
north of Kekaha Kai State Park as well as farther north, and new resit:i is pouring into new
developments both makai and mauka, demands that we hold large • of space (up to d '�
Queen "K ", at minimum) for the future recreational, cultural, and si ill needs of

residents. Additionally, it seems that residential (not luxury) housi, uld be a part of
any plan which would allow residents to use the coastline without t' ig to it in a car Oo (�
(pathways, bikeways, etc. leading to the coast, as could easily be do: n the Villages of
Lai o Pua and other developments which should be added on the m.:1 • >ide of the Queen E

I would have liked to attend this meeting regarding Queen Liliuokalari Trust's request.
However, it is too great a hardship to attend a hearing in Hilo. Rezoninsrelated to \Vest
Hawal ' i should be held on this side of the island to make it possible for the public to
attend more easily when issues relate to our community.
