A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF HAWAIJ, OFFICE OF PLANNING AND SUSTAINABLE DEVELOPMENT, TO RECEIVE A GRANT FOR THE 34 RAINBOW DRIVE AFFORDABLE HOUSING PROPOSAL TO BE USED BY THE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT. WHEREAS, Section 46-7 of the Hawaii Revised Statutes requires the consent of the Council in order for the County to enter into an agreement with the federal government or any other public body respecting action to be taken pursuant to any of the powers granted to the County by law and furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers; and WHEREAS, the State of Hawaii, Office of Planning and Sustainable Development (hereinafter, "OPSD"), has authorized $ 1,000,000 in federally derived funds to be provided to the County as a grant for the 34 Rainbow Drive Affordable Housing Proposal (hereinafter, the "Project"); and WHEREAS, the Office of Housing and Community Development (hereinafter, "OHCD") wishes to enter into an agreement with OPSD to receive these grant funds; and WHEREAS, on May 26, 1999, the County was conveyed 24.947 acres of land, which included the former Hilo Memorial Hospital (hereinafter, the "Hospital"), by Executive Order No. 3773, for the purposes of government offices and community services; and WHEREAS, the conveyed land is identified as 34 Rainbow Drive, situated in South Hilo and further identified as Tax Map Key No. 2-3-026:008; and WHEREAS, since 2019, the Hospital has been used to provide homeless services, including temporary and permanent housing; and WHEREAS, OHCD initiated the Project in 2022 with goals to renovate the Hospital, which was built in the 1920s, and to redevelop portions of the remaining property to establish an affordable housing area; and WHEREAS, this affordable housing area will complement homeless services and provide housing for individuals employed within the nearby health services corridor located on Waianuenue Avenue; and WHEREAS, funds from this grant will be used for planning and engineering design for roadways and utility improvements to interior areas of 34 Rainbow Drive; and WHEREAS, OPSD has determined that the Project would advance State objectives for promoting infill development of affordable rental housing units in urban transit corridors and contribute to development initiatives in the regional health services corridor relating to the Hilo area; and WHEREAS, the County strives to build a community that provides residents with affordable rental housing in proximity to regional medical facilities; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, pursuant to Section 46-7 of the Hawai`i Revised Statutes, the Mayor is hereby authorized to enter into an agreement with the State of Hawai`i, Office of Planning and Sustainable Development, for the purposes hereinabove described. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kilno Alameda, Mayor of the County of Hawai`i; Diane T. Nakagawa, Director of Finance; Jeffrey W. Darrow, Planning Director; Wesley R. Segawa, Director of Public Works; and Kehaulani M. Costa, Housing Administrator.
