WHEREAS, the Puna Community Medical Center Foundation (PCMCF) is a 501 (c)(3) nonprofit organization that promotes and supports the Puna Community Medical Center in providing readily accessible health care to the residents of, and visitors to, Puna; and WHEREAS, PCMCF is requesting funds for medicinal plants, wheelbarrows, gardening tools, gloves, compost, potting soil mix, pots, and raised beds, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts, educational concerns, the needs of the poor, youth, the aged, those with physical or emotional disabilities, and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIII that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 4 are hereby transferred to the Department of Liquor Control to provide a grant to the Puna Community Medical Center Foundation for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $1,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief $1,000 X111=0111WOMM 1010-21-25139 Department of Liquor Control $1,000 Public Programs 530115 Misc. The lCipuka Farmacy project is an integrative Hawaiian Healing Center designed to strengthen community health through education, engagement, and access to culturally grounded wellness practices. Rooted in traditional Hawaiian knowledge and supported by contemporary scientific research, the project centers on a living mala 15'au (medicinal plant garden) that provides a hands-on learning environment for individuals, families, and kOpuna. The garden cultivates key Hawaiian medicinal plants —such as'Ohaloa, noni,'olena, 'awa, kukui, kalo, and others —selected for their ability to reduce harmful inflammation and support the prevention and management of chronic diseases common in the Puna community. The project promotes self-susta inability by cultivating thousands of starter plants annually for distribution to community members, empowering households to grow their own food and 15'au at home. Educational workshops, health literacy initiatives, and culturally informed wellness coaching help participants build practical skills in self -care, 'ohana care, and lifestyle restoration, including physical movement, nutrition, and traditional healing practices. The Kipuka Farmacy also honors the legacy of the late Kumu Dane Kaohelani Silva, a respected kahuna 15'au lapa'au whose teachings and vision guide the project's development.
