A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FULL LIFE FOR THE ABLED HAWAIJ ARTISTS ART IMMERSION EXHIBITION. WHEREAS, Full Life is a 5 01 (c)(3) nonprofit organization whose mission is to empower people with developmental disabilities to achieve and enjoy self -determined lives, supporting lifelong belonging and fulfillment within the Hawaii Island community; and WHEREAS, Full Life is requesting funds for art installation, exhibition signage supplies, materials to build exhibition bays, and a fiscal sponsor fee for the Abled Hawaii Artists (AHA) Art Immersion Exhibition, which will serve a public purpose by benefiting, improving, or promoting culture and the arts, and the needs of the poor, youth, the aged, and those with physical or emotional disabilities within our County; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIII that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 2 are hereby transferred to the Department of Research and Development to provide a grant to Full Life for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $4,400 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief $4,400 CREDITED TO: 1010-11-16318 Department of Research and Development $4,400 Big Island Film Office — R&D 530115 Misc. This exhibition, the largest celebration of the Americans with Disabilities Act in Hawai'i, will be curated in collaboration with Abled Hawai'i Artists (AHA) and feature artists with physical and/or cognitive disabilities from across the islands. For 18 years, AHA has empowered more than 20,000 people by advancing access, recognition, and income for disabled artists, This juried exhibition will present established artists alongside emerging artists mentored by AHA for professional exhibition. The show will be open statewide and will include portraiture exploring disability journeys — spotlighting both contemporary artists and historical figures with disabilities. The Wailoa Center will be transformed into 10 immersive bays, alternating between curated displays and interactive installations that offer sensory experiences that reflect specific disabilities. Planned elements include tactile works for blind and low -vision audiences, vibration -based pieces for deaf and hard -of -hearing communities, calming low -light spaces for sensory -sensitive visitors, wheelchair -accessible installations, and explorations of mental health and psychiatric disabilities. Curatorial guidance from Halena Kapuni-Reynolds and community partners will support specialized committees for each area. This ative advances Hawai'i Island's Renaissance of Inclusion movement, grounded in the belief that art must be accessible to and reflective of every body and mind. Throughout July, programming will extend beyond the gallery through collaborative art days, nonprofit resource booths, the 19th Annual Art Festival, a "Walk and Talk" dialogue with a historical slideshow, and demonstrations of adaptive techniques. The final week will spotlight Queer Disabled Artists. With nearly one in five adults in Hawaii living with a disability, this exhibition celebrates inclusion, creativity, and opportunity —supporting disabled artists in building sustainable, visible, and thriving careers.
