REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: March 17, 2026 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 3:31 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 771/Bill No. 141 <br />Your Committee on Finance, to which was referred Bill No. 141, reports as follows: <br />Bill No. 141, transmitted by Housing Administrator Kehaulani M. Costa via Communication No. 771, <br />dated February 27, 2026, amends Ordinance No. 25-45, as amended, the Operating Budget of the <br />County of Hawaii for the fiscal year ending June 30, 2026. <br />This bill appropriates revenues in the following accounts: Hale Kikaha Rental Income ($36,000), <br />Department Charges ($110,000), and Sundry Revenues Current —Hale Kikaha ($18); and <br />appropriates the same to the Housing Hale Kikaha accounts: Other Current Expenses ($139,298) <br />and Equipment ($6,720). Funds would be used for operating and maintenance activities. <br />Housing and Community Development Specialist Gary "Toi" Wong was present. <br />Committee Chair Matt Kaneah'i-Kleinfelder asked about the purchase price of this property. <br />Mr. Wong stated that the County has owned this property for decades. Mr. Kdneali`i-Kleinfelder <br />asked whether the property's income offsets its expenses. Mr. Wong stated that it has yet to be <br />determined. Mr. Kaneali`i-Kleinfelder requested a report on the projected revenue and expenses for <br />this property and mentioned that he has seen multiple projects allocate funds to Homeless and <br />Housing initiatives, but he has not seen many benefits.
