HomeMy WebLinkAboutRES 509 Draft 01 2024-2026COUNTY OF HAWAI`I RESOLUTION i STATE OF HAWAVI A RESOLUTION TRANSFERRINGIAPPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO OCEAN VIEW SKATEPARK ASSOCIATION TO PURCHASE BUILDING SUPPLIES FOR THE i W-3 1 1011 J 111ill ill WHEREAS, the Ocean View Skatepark Association (OVSA) advocates for the overall health of keiki and adults by supporting access to a variety of physical activities for the communities of South Kona and the Ka`u district; and WHEREAS, OVSA has worked with experts, skaters, and community members to design a do-it-yourself (DIY) entry-level skatepark that was thoughtfully planned for use and enjoyment by community members of all ages, and will later serve as the "keiki skatepark" when the larger design is built; and WHEREAS, OVSA is requesting funds to purchase supplies such as lumber, rebar, and concrete sealer for building its DIY skatepark, which will serve a public purpose by benefiting, improving, or promoting the interests of the poor, youth, the aged, and those with physical or emotional disabilities, as well as the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 6 are hereby transferred to the Department of Parks and Recreation to provide a grant to Ocean View Skatepark Association for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief $2,000 1010-51-50302 Department of Parks and Recreation $2,000 P&R Admin OCE 530115 Misc. This park will be an entry-level park designed for all community members to use and enjoy, and will later serve as the Neiki skatepark" when the larger design is built. Its proximity to the playground makes it the ideal location for younger keiki to learn to skate while parents keep an eye on them and their other keiki. The larger design, which the organization has been working on for nine years, is currently awaiting completion of the Environmental Assessment and funding. The County has approved this DIY skatepark for immediate implementation. The skatepark will have three ramps, a grind curb, a grind rail, a pyramid, and a flat area. Currently, keiki are riding skateboards, scooters, and other equipment in the street and in the congested parking lot. People of all ages will benefit from this park, which will provide a constructive and positive place for active recreation. This type of recreation is at least an hour's drive in each direction, making it inaccessible to this underserved, low-income community. The organization plans to implement learn -to -ride and mentorship programs once the park is built and to build a community around it where keiki and families can form friendships.
