RESOLUTION NO,:
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO PAPAIKOU
HONGWANJI MISSION FOR ONOMEA KOU 4-H CLUB.
WHEREAS, the Papaikou Hongwanji Mission (PHM) is a subordinate of the Honpa
Hongwanji Mission of Hawaii, a 501(c)(3) nonprofit, umbrella organization for over 30 Jodo
Shinshu temples in Hawaii, offering spiritual growth, learning, and service to community
through temples, schools, volunteers, and charitable organizations across the State of Hawaii;
and
WHEREAS, PHM is requesting funds for expenses relating to gardening, hydroponic
supplies, poultry care, aquarium supplies, sewing, ceramics, pickleball supplies, copy and
printing equipment, basketball hoops, an iPad, a television and a television stand, tents, and
tarps, which will serve a public purpose by benefiting, improving, or promoting the interests of
culture and the arts, educational concerns, the needs of the poor, youth, the aged, those with
physical or emotional disabilities, and the public health and welfare of the people and the
environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAFI that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District I are hereby transferred to the
Department of Research and Development to provide a grant to Papaikou Hongwanji Mission for
the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

terms of this resolution.

The Onomea Kou 4-H Club creates an environment where keiki can learn and develop a love for agriculture, livestock,
and life skills. Contingency Relief Funds will support instruction in vegetable growing, hydroponics, poultry care, basic
sewing, ceramics, cooking concepts, and creative building using available and upcycled materials, Keiki will also
engage in physical activity and teamwork through organized recreational sports, promoting healthy lifestyles and
overall well-being. Learning activities will take place in a supervised classroom and outdoor setting at Papaikou
Hongwanji Mission and will incorporate educational technology to enhance instruction. This year, the club's goal is to
host an overnighter that prepares participants for a culminating camping trip at Spencer Park at'Ohai'ula Beach,
where keiki will apply the skills they have learned in planning meals, organizing supplies, working collaboratively, and
practicing outdoor education skills,
