RESOLUTION NO.
A RESOLUTION TRANSFERRINGIAPPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII SADDLE
CLUB, INC., FOR THE PURCHASE AND INSTALLATION OF A NEW ROPING
CHUTE FOR THE HONOKA`A RODEO ARENA.
WHEREAS, Hawaii Saddle Club, Inc. (HSC), is a 501(c)(3) nonprofit organization that
preserves, promotes and perpetuates the paniolo culture and heritage through rodeo; and
WHEREAS, HSC is requesting funds for the purchase, shipment, and installation of a
new roping chute for the Honoka`a Rodeo Arena, which will serve a public purpose by
benefiting, improving, or promoting the interests of culture and the arts, educational concerns,
and the public health and welfare of the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 1 are hereby transferred to the
Department of Parks and Recreation to provide a grant to Hawaii Saddle Club, Inc., for the
expenses and purposes identified in `Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.

roping chute designed to safely secure livestock during rodeo competitions, training events, and other agricultural
activities. Once installed, the new chute will improve the functionality and safety of the arena's rodeo facilities and
support the continued use of the venue for community events, youth programs, and activities that celebrate and
perpetuate HawaVi Island's paniolo traditions.

In the early 1900s, John Jose Andrade and Rose DeSilva began a ranching operation along the H5m&ua Coast. After
John's tragic passing in a horse accident, Rose and her seven children persevered and continued the family's ranching
and business operations. Her son, William "Willy" Andrade, carried forward the ranching lifestyle and the dedication tt
preserving paniolo traditions. Willy was a founding member of the Hawaii Saddle Club and played a key role in
securing his mother's donation of the land that became the Honoka'a Arena, now known as the Rose DeSilva Andrade
Correia Stadium. Since its founding, the Hawaii Saddle Club has stewarded the arena and worked to preserve,
promote, and perpetuate the paniolo way of life through rodeos, youth programs, and community events. Replacing
the roping chute directly supports the club's ongoing responsibility to maintain the arena and ensure that these
cultural and agricultural traditions continue safely for future generations.

funds.
Funding will allow the Hawaii Saddle Club to purchase and install a new roping chute at the Honokaa Rodeo Arena,
replacing the existing deteriorated structure. Upon completion of the project, the arena will have a safe, fully
operational chute system for rodeo competitions, livestock handling, youth training activities, and community events.
The new chute will improve safety for riders, livestock handlers, volunteers, and animals participating in arena
activities. The upgraded equipment will also allow the Hawaii Saddle Club to continue hosting rodeos and educational
events that promote paniolo culture and agricultural traditions in the H�m&ua community, Successful project
completion will be measured by the installation and operational use of the new chute, and by the arena's continued
ability to safely host rodeo and ranching -related events for community members.
