SUBJECT: CHANGE OF ZONE APPLICATION NO. 94-002
APPLICANT - DOROTHY SOUZA
TAX MAP KEY 4-5-003:024 AND 124
This letter is to clarify the Department's water availability policy for the
subject application. Water is not available for any actions that will increase
the density of the property. Therefore, water is presently limited to one 5/8-
inch meter for each existing parcel of record. Based on your previous
determination that there are three (3) existing lots of record contained in your
memo of July 28, 1993, there are only three 5/8-inch meters available for the
subject application.
Additional water for the subject application will be available from an 8-inch
waterline along the Mamalahoa Highway only upon completion of the following
offsite improvements:
1. Installation of a 8-inch waterline by the Department from the 50,000-gallon
De Silva Reservoir to the 100,000-gallon Hagiwara Reservoir.
2. Completion of a new production well by the State of Hawaii at the
Department's existing 300,000-gallon Hospital Reservoir site in Honokaa.
3. Installation of booster pumps by the Department at the De Silva and Hospital
reservoir sites.
For your information, the Department is presently negotiating with Bishop Estates
for an easement for the new 8-inch waterline installation and the anticipated
completion will be in two (2) years. The State of Hawaii is presently drilling a
production well at the Hospital Reservoir site and because of legal proceedings,
the exact completion date is uncertain at this time. Further, final plans for the
booster pump installation have been submitted and installation should be completed
by 1998.
Through a copy of this letter, the applicant is being informed of the above
conditions. Should this zone change be approved and water becomes available, the
applicant will be required to remit the necessary water commitment deposit in
accordance with the Department's 'Water Commitment Guidelines Policy.

Further, should a subsequent subdivision application be submitted to create the
additional lots, final subdivision approval will be subject to the following
conditions:
1. Construct the necessary water system improvements, which will include but
not be limited to:
a. water mains capable of delivering water at adequate pressure and
volume under peak-flow conditions; minimum diameter of main shall be
4 inches,
b. service laterals that will accommodate a 5/8-inch meter to each lot,
and
c. any necessary relocation of existing services to a location fronting
the individual parcels.
2. Remit the prevailing facilities charge, which is subject to change, for the
two (2) additional units of $5,400.00. For the applicant's information, the
prevailing facilities charge is $2,700.00 per additional unit of water.
However, as of July 1, 1997, the facilities charge rate will increase to
$3,375.00 per additional unit.
The applicant should bear in mind that this letter shall not be construed as a
water commitment. Should they have any questions, they can contact the Water
