A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO THE OFFICE OF THE PROSECUTING
ATTORNEY TO SUPPORT A TRAINING ON ADVANCED STRANGULATION AND
SUFFOCATION INVESTIGATIONS AND RECOGNITION OF STAGED AND
ALTERED CRIME SCENES.
WHEREAS, the Office of the Prosecuting Attorney is hosting a free training event on
March 24, 2026, at the Arc of Hilo on advanced strangulation and suffocation investigations and
recognition of staged and altered crime scenes; and
WHEREAS, the Office of the Prosecuting Attorney is requesting funds to provide bentos
for training attendees, which will serve a public purpose by benefiting, improving, or promoting
the interests of educational concerns and victims of crimes; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 2 will be appropriated to the Office of the
Prosecuting Attorney to support a training on advanced strangulation and suffocation
investigations and recognition of staged and altered crime scenes.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
