CALL TO The regular meeting of the Committee on Governmental Operations and
ORDER: External Affairs was called to order at 9:01 a.m.,,in the Council Chambers,
Kailua-Kona, by Mr. James E. Hustace, Acting Chair.
ROLL CALL:
Present: Ms. Jenn Kagiwada, Chair (via videoconference from Hilo)
Mr. Matt Kaneali`i-Kleinfelder, Vice Chair(Via videoconference from Hilo)

Comm. 731: NOMINATION OF DWAYNE T. MUKAI TO THE LIQUOR CONTROL
ADJUDICATION BOARD
From Mayor C. Kimo Alameda, dated January 29, 2026, requesting the Council's
review and confirmation.
Requires Council
Confirmation by: March 14, 2026 (Section 13-4(k),
Hawai`i County Charter)
(Note: At this time, Executive Assistant to the Mayor Micah Alameda
and the nominee came forward to address the members of the
Committee.)
Vote on Comm. 731: Ms. Kierkiewicz moved to recommend confirmation of the nomination
(Approved) of Mr. Dwayne T. Mukai to the Liquor Control Adjudication:Board.
Seconded by Ms. Kimball and'carried by the following voice vote:
Ayes: Committee Members Kagiwada,
Kdneali`i-Kleinfelder, Kierkiewicz,
Kimball, Onishi, and Acting Chair Hustace—6.
Noes: None.
Absent: Committee Members Galimba, Inaba, and Villegas—3.
Excused: None.
Mr; Alameda provided,a brief narrative of the nominee's background and
experience. Committee Members spoke in favor of the appointment.
ACTING CHR. HUSTACE: Thank you, Mr. Mukai, for stepping forward; for
serving our County and community. I appreciate your service and your
volunteerism.
Comm. 73�2: NOMINATION OF LOKELANI BRANDT TO THE PUBLIC ACCESS, OPEN
SPACE, AND NATURAL RESOURCES PRESERVATION COMMISSION
From Mayor C. Kimo Alameda, dated January 29, 2026, requesting the Council's
review and Confirmation.
Requires Council
Confirmation by: March 14, 2026 (Section 13-4(k),
Hawaii County Charter)

Vote on Comm. 732: Ms. Kierkiewicz moved to recommend confirmation of the nomination
(Approved) of Ms. Lokelani Brandt to the Public Access, Open Space, and Natural
Resources Preservation Commission. Seconded by Ms. Kagiwada and
carried by the following voice vote:
Ayes: Committee Members Kagiwada,
Kaneali`i-Kleinfelder, Kierkiewicz,
Kimball, Onishi, and Acting Chair Austace—6.
Noes: None.
Absent: Committee Members Galimba, Inaba, and Villegas—3.
Excused: None.
Mr. Alameda provided a brief narrative of the nominee's background and
experience. Committee Members spoke in favor of the appointment.
ACTING CHR. HUSTACE: With that being the last item on today's agenda, we
are adjourned at 9:28 a.m. Thank you everyone.,
