Proposed Amendments to Bill 66, Draft 2; AN ORDINANCE ADOPTING
THE COUNTY OF HAWAI`I GENERAL PLAN 2045 AND
REPEALING ORDINANCE NO.05-025, AS AMENDED.
Transmitted herewith are amendments to Bill No. 66, Draft 2. The amendments are shown below
in Ramseyer format with respect to the contents of Appendix A; material to be inserted is
underlined, and material to be deleted is bracketed and stricken. Any material not expressly set
forth herein is unaffected by these amendments. Due to the limited scope of these amendments, a
copy of the new draft of this bill that would result if these proposed amendments were adopted is
not attached.
Chapter 6, Element 6.1, is amended by adding the following language to be inserted as
the second paragraph
"The General Plan shall function as an operational implementation document, not solely
a policy framework. All policies, actions, and capital investments shall be linked to
measurable outcomes, timelines, resnonsible agencies, and funding mechanisms. The
County shall adopt a performance -based planning system that integrates land use,
infrastructure capacity, fiscal planning, and hazard mitigation into all implementation
decisions."
2. Chapter 6, Element 6.1, is amended by amending the following language:

Establish an implementation system that is based on county -wide, regional, and
agency levels of responsibility and accountability to carry out the plan(s)[, ,u

implementation system shall include:
• Measurable performance indicators tied to each objective;
• Assigned departmental responsibility;
• Defined timelines and milestones,
• Identification of funding requirements; and
• Public reporting requirements."
3. Chapter 6, Element 6.1, is amended by amending the following language:
"The General Plan outlines policy guidance for directing the County's growth and

regulatory, fiscal, and infrastructure decisions and shall be implemented through
enforceable mechanisms, including ordinances, the capital improvement budget, and
administrative procedures. This General Plan is grounded in the understanding that many
of the County's greatest challenges cannot be solved with policy, regulation, or
independent action. It greatly impacts the daily lives of Hawaii Island residents by
shaping community development, infrastructure, and resource management. The General
Plan guides decisions on housing, transportation, and public services, ensuring that they
align with the island's unique cultural, environmental, and economic needs."
4. Chapter 6, Element 6.2, Section 6.2.4, is amended by adding the following language:
"Functional Plans shall be required for all major infrastructure systems, including but not
limited to water, wastewater, transportation, and solid waste, and shall include:
• Level of service standards;
• Capital improvement needs;
• Climate and hazard resilience requirements; and
• Equity and access considerations."
Chapter 6, Element 6.3, is amended by adding the following language:
"6.3.2 Fiscal Impact Accountability
All maior capital proiects and development approvals shall include a fiscal impact
analysis, evaluating lifecycle costs and maintenance obligations."

6. Chapter 6, Element 6.4, Section 6.4.2, is amended by amending the following language:
"Monitoring Mechanisms
Measurable indicators, or performance measures, will be used to monitor progress toward
the objectives. Examples of indicators that can be used to monitor the progress of
implementation have been provided in the table below. [However-, it

standardized, consistently tracked, and publicly reported to ensure accountability and
comparability over time."
Chapter 6, Element 6.4, Section 6.4.2, is amended by amending the following language:
"Mayor's Annual Report
As part of the Mayor's Annual Report, the County Departments will prepare an
implementation status report annually serving to monitor progress towards achieving the
goals and objectives identified within the General Plan. [To the e.ae..t possible, the -epe

make up the County Plamiing S The County departments shall present a General
Plan implementation report to the County Council as part of the program review required
by section 3-16 of the Charter. The implementation report shall include:
• Progress toward established targets;
• Unmet obiectives:
• Recommended amendments or corrective actions; and
• Funding gaps."
8. Chapter 6, Element 6.4, Section 6.4.2, is amended by amending the following
"5 year Implementation Status Report
The Planning Director will include a 5-year status report as part of the Mayor's Annual
Report. This status report shall include the status of any urban development plans,
functional plans, special area plans, master plans, community development plans, and
related priority implementation actions. The director may also provide information
regarding the implementation of private development master plans in the 5-year
implementation status report. The 5-year implementation report shall include a formal
evaluation of whether the County is on track to meet adopted targets and shall
recommend policy or programmatic adjustments."
9. Chapter 6, Element 6.4, Section 6.4.2, is amended by adding the following language:
"General Plan Dashboard
The County shall establish a public -facing General Plan Dashboard that tracks progress
on all obiectives. The dashboard shall include:
• Real-time or regularly updated performance metrics;
• Geographic distribution of capital investments,
• Status of implementation actions, and
• Progress toward adopted targets."
10. Chapter 6, Element 6.4, Section 6.4.2, is amended by adding the following language:
"Recovery and Community Resilience
The County shall develop and monitor pre -disaster recovery plans addressing housing,
infrastructure restoration, economic recovery and the protection of underserved and
vulnerable populations. The County shall also monitor and support community resilience
infrastructure, including resilience hubs, community -based emergency communication
networks and locally coordinated preparedness programs."
11. Chapter 6, Element 6.4.3, is amended by adding the following language:
"All indicators shall be measurable, time -bound, geographically distinct where applicable
and linked to responsible agencies. The County shall identify and track indicators for
disproportionately impacted or underserved communities, including infrastructure access
and hazard exposure."
