Bill 127, Draft 3 seeks to amend Chapter 5 of the Hawaii County Code by <br />establishing a seven -member Construction Code Commission, subject to Section 13-4 of the <br />Charter. <br />The bill serves legitimate aims by seeking to help the County improve its construction codes. But <br />there are better ways to approach the issue without creating another permanent commission. The <br />County already supports 36 active boards and commissions, which all together involve more than <br />200 voluntary positions. These advisory groups don't come without administrative costs as they <br />each require legal and staff support. This bill would unnecessarily add to these obligations when <br />the County should be making existing boards and commissions more effective and efficient. <br />Instead of adding a new permanent commission, we should pursue targeted and practical <br />solutions — such as creating a temporary task force — that makes recommendations for improving <br />our construction codes without creating additional administrative burdens. <br />Given these concerns, I believe that further review of this legislation is needed. I remain <br />committed to working with the Council to develop a mechanism for improving our construction <br />codes that best serve the interest of our community. <br />Respectfully, <br />C.
