A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GRASSROOTS
COMMUNITY DEVELOPMENT GROUP FOR EXPENSES RELATED TO THE 2026
HILO LEI DAY FESTIVAL.
WHEREAS, Grassroots Community Development Group is a 501(c)(3) nonprofit
organization with a mission to strengthen our communities through the cooperative development
of programs and services for East Hawaii; and
WHEREAS, Grassroots Community Development Group is requesting funds for
expenses related to the 2026 Hilo Lei Day Festival for lei making materials and supplies,
musician fees, pop-up tent rentals, volunteer refreshments, facility usage, office supplies,
postage, and a fiscal sponsor administration fee, which will serve a public purpose by benefiting,
improving, or promoting the interests of culture and the arts, educational concerns, and the
public health and welfare of the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIJ that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 2 are hereby transferred to the
Department of Parks and Recreation to provide a grant to Grassroots Community Development
Group for the expenses and purposes identified in "Exhibit A," a copy of which is attached
hereto and incorporated herein by reference, in the following amount as set forth below:

.The Annual Hilo Lei Day Festival is a free, family -friendly community event held in downtown Hilo to celebrate lei
culture and perpetuate the practice of traditional Hawaiian lei making. The festival has been held for over 20 years and
is scheduled for May 1, 2026, at Kalakaua Park. May Day is Lei Day in Hawaii, and the Hilo Lei Day Festival honors this
tradition by sharing and celebrating Hawari Island's rich cultural heritage through lei -making demonstrations,
storytelling, music, hula, and ceremonial protocol. The festival theme, He Mo'olelo Ko ka Lei (A Story of the Lei),
emphasizes that each lei tells a story —of love, farewell, return, or gratitude —and reflects the deep cultural meaning
embedded in this traditional art form. The festival and related programming are community -based, environmentally
conscious, and accessible, providing meaningful opportunities for youth, families, and kupuna to learn, teach, and
share Hawaiian cultural knowledge.

Grassroots Community Development Group works to strengthen communities through the cooperative development of
programs for East Hawari and to promote quality programs for youth and families. Grassroots Community
Development Group is partnering with the Hilo Lei Day Festival to raise awareness of Hawari Island's culture and
history. Through this partnership, Grassroots supports the planning, coordination, and community outreach for the
Annual Hilo Lei Day Festival, helping ensure the event remains free, accessible, and culturally grounded. This
collaboration aligns directly with Grassroots' mission to support educational and cultural programs that benefit families,
youth, and the broader community.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

49. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these
funds.
With the requested funds, the Hilo Lei Day Festival will serve an estimated 300 to 500 community members through
the free May 1, 2026, festival at Kalakaua Park. Community members will participate in hands-on cultural education
through lei -making demonstrations, storytelling, music, and hula, with approximately 10 to 15 cultural practitioners
and volunteers actively sharing traditional Hawaiian knowledge and practices. If additional funding or sponsorship
becomes available, the project will offer two to three lei -related community workshops at low or no cost, reaching
approximately 30 to 60 participants. These workshops may include instruction in proper lei -gathering protocols, correct
lei terminology, and the cultivation of a lei garden, thereby increasing participants' understanding of culturally
appropriate and environmentally responsible practices. The project will also engage youth volunteers, families, and
kupuna, supporting intergenerational learning and strengthening cultural connections within the community. The
festival will continue its commitment to environmentally responsible practices, maintaining its history of green, near -
zero -waste programming. Success will be measured through attendance counts, workshop participation, volunteer
engagement, and post -event feedback from participants and cultural practitioners.
