A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO WAIAKEAWAENA
SCHOOL PTA FOR WAIAKEAWAENA ELEMENTARY SCHOOL'S MAY 2026
CELEBRATIONS.
WHEREAS, Waiakeawaena School PTA is a unit of the Hawaii Congress of Parents,
Teachers, and Students, a 501(c)(3) nonprofit organization that seeks to make every child's
potential a reality by engaging and empowering families and communities to advocate for all
children; and
WHEREAS, Waiakeawaena School PTA is requesting funds to support Waiakeawaena
Elementary School's (WES) May 2026 celebrations, including a high -quality sound system and
live streaming services for its May Day Program and contributions to venue costs for its Fifth
Grade Luncheon, which will serve a public purpose by benefiting, improving, and promoting the
interests of culture and the arts and educational concerns; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 3 are hereby transferred to the
Department of Liquor Control to provide a grant to Waiakeawaena School PTA for the expenses
and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated
herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

The Waiakeawaena School PTA (hereinafter referred to as the PTA) supports two important May events at
Waiakeawaena Elementary School: the May Day program and the 5th Grade Luncheon. The school's annual May Day
program features student performances that celebrate Hawaiian, Pacific Islander, and Japanese cultures through
music, chant, and dance. For the May Day program, the PTA helps fund a high -quality sound system for student
performances and the services necessary to live -stream the event, allowing families and community members to
participate remotely. For the 5th Grade Luncheon, held at the end of the school year, the PTA covers facility and lunch
expenses, providing students with a memorable graduation send-off before they advance to Intermediate School.
These events celebrate student achievements, promote cultural education, foster community involvement, and have
been valued annual traditions for years.

organization whose mission is to make every child's potential a reality by engaging and empowering families and
communities to advocate for all children.

The PTA funds a variety of school activities throughout the year. For the May Day Celebration, it provides the sound
system and live -streaming service to enable families to experience student performances at home. For the 5th Grade
Luncheon, the PTA ensures students have a proper facility and meals so they can enjoy a meaningful final gathering
with their elementary classmates before they go their separate ways to be amazing at Intermediate School. Both
events exemplify the PTA's mission to enhance the educational and cultural experiences of students and families,
continuing a valued annual tradition.

Public Purpose of Requested Funds
Per §2-138 of the HawaPi County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

By offsetting the organization's budget, the PTA will reduce its funding gap by approximately 2.3%. This contribution
supports the delivery of two high -quality events, allowing students to showcase their skills, families to participate in
school traditions, and the community to celebrate educational and cultural achievements.
