A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GG
FOUNDATION TO ASSIST WITH EXPENSES RELATING TO THE 2026 EASTER
EXTRAVAGANZA.
WHEREAS, the GG Foundation is a 501(c)(3) nonprofit organization that is committed
to revitalizing Hawaii Island through community engagement and providing assistance,
opportunities, and events to the community; and
WHEREAS, the GG Foundation is requesting funds for expenses related to the 2026
Easter Extravaganza including the purchase of approximately 20,000 plastic eggs for the
multiple Easter egg hunts, which will serve a public purpose by benefiting, improving, or
promoting the needs of the poor, youth, the aged, and culture and arts; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 5 are hereby transferred to the
Department of Liquor Control to provide a grant to the GG Foundation for the expenses and
purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this

Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

The 2026 Easter Extravaganza is a free community event for keiki and their'ohana, to be held on April 3, 2026, at Dr.
Francis F.C. Wong Stadium in Hilo. The event will feature an Easter egg hunt with staggered times by age group to
ensure a safe and fun experience for all participants. In addition to the egg hunt, the event will include entertainment
such as a face painter, a balloon artist, and jumping castles. Families can also enjoy other keiki-friendly activities, food
vendors, and refreshments. The event is designed to foster community engagement, bring families together, and
provide a safe, fun, and accessible environment for all participants.

The GG Foundation is committed to revitalizing Hawai'i Island through community engagement and providing
opportunities for families to participate in inclusive, keiki-focused events. By organizing the Easter Extravaganza, the
Foundation directly implements its mission by creating a safe, fun, and free event that brings the community together,
supports family engagement, and provides activities for youth and keiki.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

The 2026 Easter Extravaganza aims to bring together hundreds of keiki and their families in a safe and enjoyable
community setting. Participants will engage in age -grouped Easter egg hunts, allowing children to interact, play, and
build social connections. Attendees will also enjoy entertainment including a face painter, a balloon artist, and jumping
castles, fostering creativity and fun. The event provides equitable access for all families, regardless of income,
supporting youth engagement and community cohesion. Through this event, the GG Foundation will increase
awareness of its programs and resources while promoting a sense of belonging and connection across the community.
Overall, the event's success will be measured by participation, engagement in activities, and the positive experience of
families in attendance.
