A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HOSPICE OF HILO TO
ASSIST WITH EXPENSES RELATING TO ITS 22ND ANNUAL CELEBRATION OF
LIFE.
WHEREAS, Hospice of Hilo (doing business as Hawaii Care Choices) is a 501(c)(3)
nonprofit organization that provides medical, social, and spiritual services for terminally ill
patients at their end of life, as well as providing support to their families and caregivers; and
WHEREAS, Hospice of Hilo is requesting funds for expenses related to its 22nd Annual
Celebration of Life including radio advertisements, newspaper advertisements, television
advertisements, social media boosts, banners, and printed materials, which will serve a public
purpose by benefiting, improving, or promoting the needs of the poor, youth, the aged, and those
with physical disabilities, victims of health and social crises, educational concerns, culture and
arts, and the public health and welfare of the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 5 are hereby transferred to the
Department of Liquor Control to provide a grant to Hospice of Hilo for the expenses and
purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

This year, Hawai'i Care Choices is expecting more than 3,500 attendees at the annual Celebration of Life event at
Reeds Bay Beach Park. We anticipate a large increase due to our new outreach strategies and the expansion of our
services, which have strengthened our connection with the community. Over the past year, the organization has
increased its social media presence to reach younger caregivers supporting their loved ones. Services have also been
expanded to North HawaPi for palliative care. A total of 1,000 lanterns will be available for purchase before the event.
These lanterns provide families and individuals with a meaningful way to honor loved ones who have passed.
Additional lanterns will be available at the event to ensure anyone who wishes to participate can join the memorial
ceremony. The 2026 Obon Season for the entire island will begin at this event. Hilo's well-known Bon Dance Club from
Meishon Temple will engage the audience with lively and popular Bon Dance selections. There will also be vendors,
food trucks, and information booths from various organizations. For 2026, HawaPi Care Choices will continue to
strengthen its collaboration with local businesses and nonprofit partners. These efforts help ensure that the
Celebration of Life continues to serve as an opportunity for community outreach, connection, and shared healing for
East HawaPi.

For 21 years, Hospice of Hilo, doing business as Hawai'i Care Choices, has hosted this community event to help
educate the public about the bereavement services we provide. This free event gives grieving individuals and families
a supportive space to learn that care is available, accessible, and adaptable to their personal needs. The Celebration of
Life event also helps fill a significant gap in bereavement support, which is typically only covered by insurance for
those who were receiving hospice services. By offering this gathering to the entire community, we ensure that
compassionate, no -cost emotional support is available to anyone who needs it.

Public Purpose of Requested Funds
Per §2-138 of the HawaPi County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

increase in referrals for services. Resource Engagement: 30% increase in online engagement post -event, including
social media engagements.
