HomeMy WebLinkAboutRES 530 Draft 01 2024-2026JH1Y Oi �+ COUNTY OF HAWAII STATE OF HAWAII +r� ui•H� RESOLUTION NO. 530 26 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HO`OULU-LAHUI FOR THE NIU OLA PROJECT. WHEREAS, Ho`oulu-Lahui is a 501(c)(3) nonprofit organization whose mission is to awaken Hawaiian culture, values, beliefs, and lifestyle in partnership with the community, to achieve unity, harmony, and total well-being (16kahi); and WHEREAS, Ho`oulu-Lahui is requesting funds for Fijian coconut (niu) seedlings, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts, educational concerns, and the needs of the poor, youth, the aged, and those with physical or emotional disabilities; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 4 are hereby transferred to the Department of Liquor Control to provide a grant to Ho`oulu-Lahui for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $1,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief �IN�IUYY�I�]ICY� 1010-21-25139 Department of Liquor Control Public Programs 530115 Misc. The project will support the purchase of Fijian coconut seedlings to establish a coconut grove in Puna. The organization intends to make Hawaiian kulolo, a traditional dessert that requires coconut milk, and the cultivation of niu (coconut) will help support this practice. Beyond food production, niu has many cultural and practical uses that will be utilized and shared with the community. The project will include classes and hands-on learning opportunities focused on traditional crafts, food preparation, and planting practices related to niu, thereby supporting the perpetuation of Hawaiian cultural knowledge and self-sufficiency. *44. 501(c)(3) Mission Statement To awaken Hawaiian culture, values, beliefs, and lifestyle, in partnership with the community, to achieve unity, harmony, and total well-being (lokahi). *45. In 1,000 characters or less, explain how the 501(c)(3) is connected to the project. Ho'oulu-tahui will support the KelYipio-Kuamo'o Foundation in all aspects of the project, including fiscal management, reporting, classroom engagement, and the planting of niu sprouts. The Keirlpio-Kuamdo Foundation, whose mission is to practice, promote, and perpetuate the traditional lifestyles of the Kelripio and Kuamo'o ancestral lines through genealogy, education, and the stewardship of %ina, will lead the project's cultural and educational components. *46. The project will result in the acquisition and planting of 30 Fijian coconut seedlings in Puna, contributing to the long- term establishment of a sustainable coconut grove. In addition, the project will provide community -based educational opportunities focused on traditional Hawaiian practices. As a result of participation, community members will increase their knowledge of traditional Hawaiian practices and gain hands-on experience in cultivating and utilizing niu, supporting cultural perpetuation and local food sustainability.
