HomeMy WebLinkAboutRES 531 Draft 01 2024-2026COUNTY OF HAWAI`I STATE OF HAWAII RESOLUTION NO. 532 26 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO D.A.R.E. HAWAI`I TO ASSIST WITH EXPENSES RELATING TO THE 2026 D.A.R.E. DAY CELEBRATION IN WEST HAWAI`I. WHEREAS, D.A.R.E. Hawaii is a 501(c)(3) nonprofit organization that teaches our youth to make safe and responsible decisions, to resist alcohol, drugs, tobacco, and violence, to avoid risky situations, and to lead a safe and healthy life; and WHEREAS, D.A.R.E. Hawaii is conducting a West Hawaii D.A.R.E. Day to celebrate the graduation of West Hawaii students who complete the 10-week Drug Abuse Resistance Education (D.A.R.E.) curriculum, scheduled for May 19, 2026, at the Kona Aquatic Center; and WHEREAS, D.A.R.E. Hawaii is requesting funds to purchase pizza, food, and shave ice supplies for the students and their families in attendance, which will serve a public purpose by benefiting, improving, or promoting culture and the arts, educational concerns, the interests of youth, the public health and welfare of the people and the environment, and victims of health or social crises; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 7 are hereby transferred to the Department of Liquor Control to provide a grant to D.A.R.E. Hawaii for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $4,500 OUT AND FROM: 1010-11-10191 Clerk-Council SVC-Contingency Relief $4,500 CREDITED TO: 1010-21-25139 Department of Liquor Control $4,500 Public Programs 530115 Misc. Day Celebration) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution. This event honors and celebrates the students in 5th and 6th Grade from West Hawaii who have successfully completed a rigorous 10-week D.A.R.E. (Drug Abuse Resistance Education) curriculum, taught by certified D.A.R.E.- trained police officers. *44. 501(c)(3) Mission Statement D.A.R.E. Hawari is committed to supporting the law enforcement officers and military police in the State of Hawai'i with materials and incentives for conducting classes annually to elementary, middle, and high school students, with the purpose of teaching our keiki to make safe and responsible decisions to resist alcohol, drugs, tobacco, violence, and other risky situations to lead a safe and healthy life. * 45. Hawaii was established to support students and D.A.R.E. police officers in implementing the D.A.R.E. program. Aside from classroom instruction, many drug -free community activities are held throughout the year for students and their families. D.A.R.E. Hawari provides training, activity planning/coordination, and funding for these activities, which further the message to youth to continue to make good choices and to live drug -free. *46. According to §2-136, "public purpose" is defined as a benefit to, improvement of, or promotion of the interests in the following areas.
