RESOLUTION NO. 534 26
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A SUPPLEMENTAL GRANT TO
KU`IKAHI MEDIATION CENTER INC. FOR ITS "FINDING SOLUTIONS, GROWING
PEACE" BROWN BAG LUNCH SERIES.
WHEREAS, Ku`ikahi Mediation Center Inc. is a 501(c)(3) nonprofit organization that
empowers people to come together, to explore options, and to find their own best solutions for
conflict mediation; and
WHEREAS, Ku`ikahi Mediation Center Inc. is requesting funds for expenses relating to
its "Finding Solutions, Growing Peace" Brown Bag Lunch Series to cover program staff and
presenter costs, which will serve a public purpose by benefiting, improving, or promoting the
interests of education, the needs of the poor, youth, the aged, and those with physical or
emotional disabilities, victims of crime, victims of health or social crises, and the public health
and welfare of the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 1 are'hereby transferred to the Office
of the Prosecuting Attorney to provide a supplemental grant to Ku`ikahi Mediation Center Inc.
for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

Wikahi Mediation Center's "Finding Solutions, Growing Peace" Brown Bag Lunch Series was launched in July 2015 in
partnership with the County of Hawaii Office of the Prosecuting Attorney. For its first five years, the series featured in -
person brown bag talks, and in 2020, due to the COVID-19 pandemic, it transitioned to an online format via Zoom.
Over the past 10 years, this free community education series has hosted 120 talks with 3,782 participants attending
either in person or online. Each month, an invited speaker presents a Brown Bag Lunch Talk on topics related to
mediation, conflict resolution, community engagement, and strategies to promote understanding and peace. Attendees
are encouraged to participate in an informal and educational talk -story session and to connect with others interested
in "Finding Solutions, Growing Peace." Shifting the series to Zoom has offered additional benefits, including: 1) access
to presenter expertise from across HawaPi and beyond, 2) the ability to reach audiences throughout Hawaii County
and beyond, and 3) the opportunity to record talks so that those unable to attend live can view them later. The
"Finding Solutions, Growing Peace" Brown Bag Lunch Series is held on Third Thursdays from 12 noon to 1 pm via
Zoom. The series has been made possible in part through past funding from the County of HawaN and Hawaii Island
United Way.

We empower people to come together — to talk and listen, to explore options, and to find their own best solutions. To
achieve this mission, we offer mediation, facilitation, and training to strengthen the ability of diverse individuals and
groups to resolve interpersonal conflicts and community issues.

Ku'ikahi Mediation Center's conflict prevention and resolution educational programming serves the public, private, and
non-profit sectors. Unique opportunities include: 1) "Free Brown Bag Lunch Series" of monthly Zoom talks, 2) public
workshops in communication and conflict management (needs -based scholarships available), 3) private trainings for
groups, organizations, businesses, government agencies, etc., 4) free in-house continuing education for volunteer
mediators; and 5) free conflict resolution for kids programs. As the sponsoring agency of these activities, Ku ikahi
plans, implements, and evaluates all of our programs and services.

Public Purpose of Requested Funds
Per §2-138 of the Hawai'i County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

funds.
Ku'ikahi Mediation Center plans to hold 12 free Brown Bag Lunch Talks on Zoom, featuring 12 different speakers
presenting on 12 distinct topics. Each talk is expected to attract an average of 35 participants, for a total live Zoom
reach of 420, and the recorded talks are anticipated to receive an additional 35 post -talk viewers each, also totaling
420 on YouTube. Surveys of attendees indicate that 90% report learning something new and useful, and 95% would
recommend the series to others. According to the CPP Global Human Capital Report 2008, employees in U.S.
companies spend approximately 2.8 hours per week dealing with conflict, equating to about $359 billion in paid hours
in 2008 that could otherwise be devoted to productive work, and 57% of U.S. employees had never received training
in managing workplace conflict. Of those globally who did receive training, 95% stated it helped them, and 85%
changed the way they approach conflict over their working lives. Investing in skills -building at the front end helps
prevent and mitigate problems at the back end. Ku'ikahi addresses this need by offering high -quality, locally available
community education on topics such as listening, communication, conflict management, mediation, negotiation,
teamwork, and more. This programming fills a training gap, as the University of Hawai'i at Hilo no longer offers non-
credit professional development classes, and Hawaii Community College EDvance provides only online asynchronous
courses.

A contract was executed with the County of Hawaii Office of the Prosecuting Attorney to support the "Finding
Solutions, Growing Peace" Brown Bag Lunch Series.
* 50. Briefly describe the deliverables outlined in the contract/agreement for this project.
Funding for the project was provided by Council District 1 through the original Contingency Relief Fund (CRF) request,
Resolution 259-25, for $3,000. The deliverables in the contract align with those outlined above in this supplemental
request. This supplemental request of $3,200 builds on that prior funding to more fully cover the projects true costs
for FY 2025-2026.
