RESOLUTION NO. 538 26
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KEAUKAHA ONE
YOUTH DEVELOPMENT FOR ITS COMMUNITY HUB ACTIVATION.
WHEREAS, Keaukaha One Youth Development is a 501(c)(3) nonprofit organization
established to help underprivileged youth reveal their individual strengths and passions to build
leadership skills, self-esteem, motivation, and to gain positive relationships for future career and
academic success; and
WHEREAS, Keaukaha One Youth Development is requesting funds for folding tables,
table covers, and a table and chair storage rack, which will serve a public purpose by benefiting,
improving, and promoting the interests of culture and the arts and educational concerns; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 3 are hereby transferred to the
Department of Liquor Control to provide a grant to Keaukaha One Youth Development for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

resolution.

The proposed project will activate a community hub in Keaukaha through the implementation of a monthly Community
Craft Night Market series and a special event during Merrie Monarch Festival week. The project will create a safe,
family -friendly, and culturally grounded gathering space where local residents, artisans, musicians, and small
businesses can connect, share their work, and generate income. The Night Market series will host approximately 10-
12 events annually and feature Hawaii -based vendors offering locally made crafts, food, cultural demonstrations, and
live music. In addition to supporting local economic activity, the project will provide hands-on youth workforce
development opportunities through Keaukaha One Youth Development (KOYD). Youth participants will assist with
event setup, operations, vendor coordination, and event breakdown under adult supervision. These experiences will
help youth develop transferable skills such as teamwork, time management, logistics coordination, communication,
and professional responsibility, while exposing them to entrepreneurship and small business practices. Funding will
support essential infrastructure and safety needs required to activate the community hub, including event supplies.
These investments will ensure events are safe, well -organized, and accessible to community members of all ages. By
creating consistent community events and improving site infrastructure, the project will strengthen community
resilience, provide direct economic opportunities for local vendors and performers, and establish a sustainable
gathering space for cultural exchange and community connection in Keaukaha.

To help Native Hawaiian, underprivileged youth ages 8 - 18 in the Hilo community reveal their individual strengths and
passions to build leadership skills, self-esteem, motivation, and to gain positive relationships for future career and
academic success.

Keaukaha One Youth Development (KOYD), a registered 501(c)(3), is the lead organization responsible for planning,
implementing, and managing the community hub activation and Community Craft Night Market series. KOYD provides
organizational oversight, fiscal management, and program coordination for the events while ensuring alignment with
its mission to support youth development, cultural engagement, and community resilience in Keaukaha. Through the
project, KOYD will organize community events that create economic opportunities for local artisans, vendors, and
musicians while engaging youth in supervised workforce development activities, including event setup, operations, and
logistics. This hands-on involvement allows youth to build practical job skills, leadership experience, and connections
to local entrepreneurship while strengthening community gathering opportunities for families and residents.
