RESOLUTION NO. 539 26
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MX808 ASSOCIATION
FOR MOTOCROSS TRACK IMPROVEMENTS AT THE HILO DRAG STRIP.
WHEREAS, MX808 Association is a 501(c)(3) nonprofit organization that is dedicated
to fostering community, promoting safe riding practices, and supporting youth development
through organized, structured motorsport activities; and
WHEREAS, MX808 Association is requesting funds to cover expenses for a security
system and construction materials for spectator tower repairs at the motocross track located at the
Hilo Drag Strip, which will serve a public purpose by benefiting, improving, or promoting the
interests of culture and the arts, and educational concerns; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 3 are hereby transferred to the
Department of Parks and Recreation to provide a grant to MX808 Association for the expenses
and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated
herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this

this resolution.

The MX808 Association seeks funding to repair and upgrade the security system and the spectator tower at the Hilo
Drag Strip motocross track, creating a safe, supportive, and high-energy space where youth can grow, thrive, and
pursue their passion for motocross. These improvements will ensure a secure environment for riders, staff, and
spectators, while maintaining a legal, fun, and skill -building space for the community. MX808 is dedicated to fostering
community, promoting safe riding practices, and supporting youth development through organized, structured
motorsport activities. These repairs will help sustain MX808 as a vital hub that encourages confidence, teamwork,
discipline, and resilience among participants.

MX808 Association is dedicated to growing the sport of motocross on the Big Island by fueling passion, creating
community, and building riders — one lap at a time.

engagement, skill development, and community involvement. These improvements directly support MX808
Association's mission.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

Funds will be used to repair and upgrade the security system and the spectator tower at the motocross track at the

development, confidence -building, and teamwork. The project is expected to benefit dozens of local youth, their
families, and community members who regularly attend or volunteer at MX808 events, while strengthening community
connections and promoting safe, engaging, and skill -building experiences in motocross.
