A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO SOUTH HAWAI`I
SYMPHONY ORCHESTRA FOR A SUSTAINABLE ORCHESTRA IN KA`U.
WHEREAS, South Hawaii Symphony Orchestra is a 501(c)(3) nonprofit organization
whose mission is to present the highest -quality performances of great music, bringing national
and international distinction to the orchestra and its community; to delight and educate audiences
of all ages and backgrounds, and enhance the cultural vitality and quality of life in these islands;
and to operate in a financially sound manner; and
WHEREAS, South IIawai`i Symphony Orchestra is a community orchestra that is
building capacity to present regular orchestral concerts in the Ka`u district, a project that will
provide musicians in Ka`u, of all ability levels, with a venue for supported rehearsals and free
public performances in their community; and
WHEREAS, the Department of Liquor Control supports organizational events and
public programs that enrich the lives of community members through activities that promote
compliance with liquor laws; and
WHEREAS, South Hawaii Symphony Orchestra is requesting funding assistance to
purchase sheet music and help cover professional fees for guest musicians, which will serve a
public purpose by benefiting, improving, or promoting educational concerns, and the interests of
culture and the arts of our island; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 6 are hereby transferred to the
Department of Liquor Control to provide a grant to South Hawaii Symphony Orchestra for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

The South Hawari Symphony Orchestra will build capacity to present regular orchestral concerts in Ka'u. Residents in
this area include seniors, youth, at -risk youth, and ethnically and financially diverse populations who have limited
access to live orchestral music. This project will provide musicians in Ka'u, of all ability levels, with a venue for
supported rehearsals and free public performances in their own community. The orchestra will offer structured
rehearsals and a series of local concerts tailored to community interests and events. Musicians will also have the
opportunity to rehearse and perform alongside guest musicians who will tutor, model, co -perform, and encourage local
players. These guest musicians will also help fill gaps in the orchestra roster, ensuring full instrumentation and higher -
quality performances. By strengthening both musicianship and ensemble consistency, the project will increase access
to live orchestral music in 1&0 while building a more sustainable, community -based orchestra that serves local
audiences.

The South Hawari Symphony Orchestra is a community orchestra that seeks to share the joy of music -making with its
members and its audience.

The project directly supports the organization's mission by strengthening musicians' skills and confidence, ensuring the
orchestra's long-term sustainability. It will also improve the quality and consistency of free orchestral performances
offered to the KaT community, expanding access to shared music -making and live cultural experiences.

The project will result in measurable improvements in both musician development and community access to live
orchestral music. Orchestra members will demonstrate increased skills and confidence, measured through pre- and
post -project musician surveys. Public outcomes will include free community concerts in Ka'u, providing residents with
greater access to live orchestral performances. Together, these outcomes will demonstrate strengthened artistic
quality, increased participation, and expanded cultural access for the Ka'u community.
