RESOLUTION NO. 543 26
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE
FUTURE TO ASSIST WITH EXPENSES FOR THE NORTH KOHALA TOOL
LIBRARY.
WHEREAS, Friends of the Future is a 501(c)(3) nonprofit organization whose mission is
to facilitate a vision of lokahi, harmony, and balance among the diverse people of Hawaii, and
to encourage each person to contribute their deepest values, create a shared vision, and
continuously improve communities; and
WHEREAS, Friends of the Future is requesting funds for rent and insurance expenses
for the North Kohala Tool Library, which will serve a public purpose by benefiting, improving,
or promoting educational concerns and the public health and welfare of the people and the
environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Research and Development to provide a grant to Friends of the Future for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

terms of this resolution.

The North Kohala Tool Library (NKTL) is located in Kapa'au, on the rural northern tip of Hawaii Island, and serves
residents of North and South Kohala. NKTL's mission is to build community capacity by providing its members with
affordable, convenient access to tools and equipment, as well as opportunities to learn new skills. NKTL envisions a
thriving, resilient, and sustainable North Kohala, where residents receive support to make and fix what they need for
their homes, cars, gardens, and lives. A thriving tool library will empower individuals, connect community members,
help members save money, reduce negative environmental impacts, and serve as an educational hub for residents to
teach and learn valuable skills. It is also a mechanism to reduce consumption and waste stream pressure by providing
a space for community members to donate quality, underused tools and materials for broader community use and to
repair viable, broken, or damaged tools.

Friends of the Future serves as the fiscal sponsor for the North Kohala Tool Library and assists with accounting for
grants received.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

49. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these
funds.
The North Kohala Tool Library will achieve several measurable outcomes to support community access and workforce
development. The library will operate a minimum of 15-20 hours per week and will be staffed during all open hours by
a tool library manager and two tool librarians per shift. NKTL will maintain an average of 160 active members per
month and facilitate approximately 100 tool loans each month. In addition, NKTL will partner with Kohala High School
to host one high school senior intern and will provide work -based learning opportunities for special needs students
through an ongoing partnership with the school.
