Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 805, reports as follows:
Communication No. 805, transmitted by Mayor C. Kimo Alameda, dated March 16, 2026, requests
the Council's review and confirmation of the nomination of Daniel "Niel" Thomas to the Merit
Appeals Board.
Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce
Mr. Thomas, who was also present in person in the Hilo Chambers. Mr. Alameda explained that
Mr. Thomas was nominated a year ago to serve the remainder of a vacant term and now he is
returning for confirmation of a new term.
Committee Members Holeka Goro Inaba and James E. Hustace spoke in favor of the appointment.
Pursuant to Article VII, Chapter 1, Section 7-1.2 of the Hawaii County Charter, members of the
Merit Appeals Board shall be�appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 805, and recommends confirmation of the appointment of
of Daniel "Niel" Thomas to the Merit Appeals Board.
