RESOLUTION NO. 5*54 ; ((,
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO LALAKEA
FOUNDATION TO ASSIST WITH EXPENSES RELATING TO ITS 2ND ANNUAL
HILO ALOHA EVENT.
WHEREAS, Lalakea Foundation is a 501(c)(3) nonprofit organization whose mission is
to perpetuate Native Hawaiian arts and spiritual practices, including hula, chant, and attendant art
forms; and
WHEREAS, Lalakea Foundation is requesting funds for expenses related to its 2nd
Annual Hilo Aloha event, including honorarium for speakers, presenters, and performers, which
will serve a public purpose by benefiting, improving, or promoting culture and the arts; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 5 are hereby transferred to the
Department of Liquor Control to provide a grant to Lalakea Foundation for the expenses and
purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this

resolution.

Hilo Aloha is a week-long cultural gathering held during Merrie Monarch week (April 5-12, 2026) at the historic Palace
Theater in Hilo. The event brings together local artists, cultural practitioners, educators, and small businesses to
celebrate Hawaii Island's creativity and community life. Throughout the week, Hilo Aloha hosts a variety of
experiences designed to welcome both residents and visitors. Creative workshops led by respected practitioners and
Hawaii -based creators offer participants opportunities to learn hands-on skills, explore cultural practices, and deepen
their connection to'ike Hawai'i. These workshops aim to keep learning accessible while sharing traditions, artistry, and
storytelling. The event also features the Merrie Makeke Sip & Shop, a curated marketplace showcasing local designers,
makers, and small businesses. Vendors share products rooted in Hawaii's culture, creativity, and craftsmanship,
providing attendees the chance to support local entrepreneurs while discovering meaningful goods and stories. In
addition to daytime programming, Hilo Aloha hosts live gatherings, performances, and cultural experiences that bring
the community together through music, art, food, film, and conversation. These events create space for connection,
celebration, and reflection during one of Hawai'i's most important cultural weeks. Co -produced by Actions of Aloha and
Lalakea Foundation, with support from Hawai'i Island community partners, Hilo Aloha complements the Merrie
Monarch Festival by providing an additional venue where culture, creativity, and community can come together in a
welcoming and inspiring environment.

The Lalakea Foundation, a registered 501(c)(3), serves as the nonprofit partner supporting the community and cultural
components of the Hilo Aloha project. The foundation helps steward philanthropic funding and ensures resources are
directed toward educational workshops, cultural programming, and community -centered initiatives during the event.
Through its nonprofit structure, Lalakea Foundation can receive charitable donations and grants that expand access to
cultural learning opportunities, support local artists and practitioners, and help keep many of the event's offerings
accessible to the public. By working alongside the event producers, the foundation helps ensure that Hilo Aloha
remains rooted in cultural education, community benefit, and the preservation and sharing of Hawai'i's traditions
during Merrie Monarch week.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

47. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these
funds.
These funds will support the cultural workshop component of Hilo Aloha, helping make hands-on learning
opportunities accessible to the community during Merrie Monarch week. The goal is to provide a series of workshops
led by respected artists, cultural practitioners, and Hawai'i-based creators that share knowledge rooted in Hawaiian
culture, creativity, and storytelling. A primary measurable outcome will be workshop participation. All workshops will
require advance registration, allowing us to track attendance, participation rates, and overall demand for each offering.
We aim to host multiple workshops throughout the week and reach 100-200 participants collectively, including
residents, students, and visitors interested in learning about Hawai'i's cultural practices. Additional measurable
outcomes include the number of workshops hosted during the event, the total registered participants, the attendance
rates, and the number of cultural practitioners and educators engaged to lead sessions.
