Research on Banyan Drive Street Cleaning
Stanley Nakasone of the Department of Public Works Maintenance Division provided me with
the following history on this matter:
Fallen Leaves are a Safe~v Problem
The trees that line Banyan Drive constantly drop leaves along the sidewalks and streets in that
area. If the fallen leaves are not removed, they decay and become slippery. Although the crews
can use leaf blowers to clear the sidewalks, the blowers can not effectively clean the streets.
Approximately three people have complained to the Department of Public Works in the last five
to six years about slipping and falling on leaves in this area.
The amendments contained in Bill 52 were proposed to help rectify this situation.
Parking Needs to be Prohibited to Effectively Clean the Street
In the past, crews have tried to clean between parked cars. This does not allow the crews to
remove all of the detritus and has been found to be not effective.

As a result of ongoing discussions that have taken place between the DPW and some of the
Hotels about this issue over the last 12 to 15 years, the Department avoids cleaning Banyan
Drive on Fridays and Saturdays because of the high traffic at the hotels during these evenings.
Selecting a popular hour of cleaning as well as a satisfactory day of the week to clean has been
problematic. ~ ~

The crews allot approximately 1 hour for each cleaning effort along Banyan Drive. Hotels have
complained about cleaning operations that took place from 10:00-11:00 pm, 1:00 to 2:00 am,
and from 3:00 to 4:00 am, largely due to the noise that accompanies cleaning operations.
Primary concerns seem to relate to noise and parking impacts, particularly for the hotels that do
not have sufficient on-premises pazking.
The street cleaners are county workers who work pursuant to union contracts that specify their
hours of work as well as what streets they are to clean. Banyan Drive is presently on the job
schedule for the night crew who work from 10:00 pm to 6:00 am.
After informal discussions with the DPW, the night crew have indicated some willingness to
have their hours amended to 11:00 pm to 7:00 am. This would enable them to clean Banyan
Drive from 5:00 to 6:00 am. Note however, that any change from the present 10:00 pm to
6:00 am night crew work schedule would require an amendment to the union contract.
