Re: Comm. No. 823/Bill No. 150
Your Committee on Finance, to which was referred Bill No. 150, reports as follows:
Bill No. 150, transmitted by Public Works Director Wesley Segawa via Communication
No. 823, dated March 30, 2026, amends Ordinance No. 25-45, as amended, the Operating Budget
of the County of Hawaii for the fiscal year ending June 30, 2026.
This bill appropriates revenues in the State Grants — Safe Routes to School —Non-Infrastructure
account ($50,344); and appropriates the same to the Safe Routes to School —Non-Infrastructure
account.
Public Works Director Wesley Segawa, Deputy Building Chief Aaron Spielman, and Engineering
Chief Keone Thompson were present for questions.
Committee Member Dennis "Fresh" Onishi asked if these funds can be utilized to help support the
funding to build items for the programs. Mr. Thompson responded that this appropriation is for
non -infrastructure items specifically supporting anything that is not built for roadways such as
supplies for safety for students and outreach programs.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 150, and
recommends its passage on first reading.
