Your Committee on Finance, to which was referred Bill No. 151, reports as follows:
Bill No. 151, transmitted by Public Works Director Wesley Segawa via Communication
No. 824, dated March 30, 2026, amends Ordinance No. 25-46, as amended, relating to public
improvements and financing thereof for the Fiscal Year July 1, 2025, to June 30, 2026.
This bill adds the Department of Public Works — Safe Routes to Waiakea School — Kilauea Avenue
Part 1 project ($1,386,656) to the Capital Budget. Funds for this project shall be provided from
State Grants Receivable.
Public Works Director Wesley Segawa, Deputy Director Neil Azevedo, Deputy Building Chief
Aaron Spielman, and Engineering Chief Keone Thompson were present.
Committee Member Jenn Kagiwada asked Mr. Thompson to provide a brief overview on this
project. Ms. Kagiwada offered comments of support in this matter.
Committee Chair Matt Kdneali`i asked the department to explain how this funding works and
where the funding might come from. Mr. Azevedo stated that the department is working to
incorporate this program into every school on this island so that students are safer walking to and
from school.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 151, and
recommends its passage on first reading.
