Your Policy Committee on Health, Safety, and Well-being, to which was referred Bill
No. 148, reports as follows:
Bill No. 148, transmitted by Council Member James E. Hustace via Communication
No. 819, dated March 31, 2026, designates Tax Map Key: 6-6-001:010 as "La`ela`e Park",
amends Chapter 15, Article 8, Section 15-68.1, and amends Chapter 14, Article 1, Section 14-1
of the Hawaii County Code 1983 (2016 Edition, as amended), relating to Parks and Recreational
Facilities.
Bill 148 adds La`ela`e Park, located in Waimea, to the Parks and Recreational Facility Schedule
and to Section 14-1 of the County Code, which prohibits the consumption of alcohol at any time.
Committee Member Hustace provided a brief overview. There was no additional discussion.
Your Policy Committee on Health, Safety, and Well -Being is in accord with the purpose and
intent of Bill 148, and recommends its passage on first reading.
