Bill 144: Adopts a Pay Plan for Persons Employed by the County Other Than Those Whose Pay
is Otherwise Provided for, Designating Payroll Periods, Pay Days, Prescribing Requirements
with Respect to Official Fidelity Bonds, and Repealing Ordinance No. 25-39 and All
Amendments Thereto, Said Ordinance to be Known as the Salary Ordinance of 2026.
Establishes rates of compensation for appointed employees in the Legislative Branch and the
Office of Housing and Community Development, the County Physician, Student Helpers, and
Senior Community Services Aids for various County agencies. Ayes: Council Members
Galimba, Hustace, Kagiwada, Kaneali`i-Kleinfelder, Kierkiewicz, Kimball, and Acting
Chair Onishi — 7; Noes: None; Absent: Council Members Inaba and Villegas — 2; Excused:
None.
Bill 145: Amends Ordinance No. 25-45, as Amended, the Operating Budget of the County of
Hawaii for the Fiscal Year Ending June 30, 2026. Appropriates revenues in the Federal
Grants — Housing Choice Voucher Program account ($1,000,000); and appropriates the same to
the Choice Voucher Rental Subsidies account. Ayes: Council Members Galimba, Hustace,
Kagiwada, Kaneali`i-Kleinfelder, Kierkiewicz, Kimball, and Acting Chair Onishi — 7; Noes:
None; Absent: Council Members Inaba and Villegas — 2; Excused: None.
Bill 146: Amends Ordinance No. 25-45, as Amended, the Operating Budget of the County of
Hawaii for the Fiscal Year Ending June 30, 2026. Increases revenues in the State Grants —
Transit -Oriented Development Capital Improvement Program for 34 Rainbow Affordable
Housing Project account ($1,000,000); and appropriates the same to the Transit -Oriented
Development Capital Improvement Program for 34 Rainbow Affordable Housing Project
account. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali`i-Kleinfelder,
Kierkiewicz, Kimball, and Acting Chair Onishi — 7; Noes: None; Absent: Council Members
Inaba and Villegas — 2; Excused: None.
Bill 149: Amends Ordinance No. 25-45, as Amended, the Operating Budget of the County of
Hawaii for the Fiscal Year Ending June 30, 2026. Appropriates revenues in the Parks and
Recreation Miscellaneous Contributions account ($160,000); and appropriates the same to the
United States Tennis Association Tennis Court Resurfacing and Installation of SmartAccess
System account. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali`i-Kleinfelder,
Kierkiewicz, Kimball, Villegas, and Acting Chair Onishi — 8; Noes: None; Absent: Council
Member Inaba-1; Excused: None.
