A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAI`I SCIENCE
AND TECHNOLOGY MUSEUM TO SUPPORT THE 2026 HAWAI`I VEX IQ
REGIONAL CELEBRATION TOURNAMENT.
WHEREAS, Hawaii Science and Technology Museum is a 501(c)(3) nonprofit
organization whose mission is to unleash the innovator in every child; and
WHEREAS, Hawaii Science and Technology Museum is requesting funds for expenses
related to the 2026 Hawaii VEX IQ Regional Celebration Tournament, including printed
materials, certificate frames, a 3D printer, ribbons, and refreshments for volunteers and
participants, which will serve a public purpose by benefiting, improving, or promoting
educational concerns; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 2 are hereby transferred to the
Department of Liquor Control to provide a grant to Hawaii Science and Technology Museum
for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this

Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

The 2026 Hawari VEX IQ Regional Celebration Tournament is a robotics competition designed to promote Science,
Technology, Engineering, and Mathematics (STEM) education through hands-on, project -based learning for
elementary- and middle -school students. Participating teams represent a diverse range of public, charter, and private
schools and educational programs across the island. The event is part of the VEX IQ Robotics Competition program, an
internationally recognized educational robotics initiative that challenges students to design, build, and program robots
to complete age -appropriate engineering challenges aligned with real -world problem solving. Students will engage in
structured competition matches in which robots are tested against defined objectives, as well as judged interviews in
which teams present their engineering design process, teamwork strategies, and coding approaches. The event
emphasizes creativity, collaboration, critical thinking, and persistence through iterative design. The tournament will be
held at the Kenyan K. Beals Community Robotics Center, located on the 2nd floor of the Mokupapa Discovery Center,
providing a dedicated STEM -focused venue equipped to support robotics competitions, volunteers, referees, and
judging panels. The event will also engage community volunteers, industry mentors, and STEM professionals who will
serve as referees, judges, and technical support.

Hawari Science and Technology Museum (HSTM) will co -host and support the 2026 Hawari VEX IQ Regional
Celebration Tournament as part of its mission to advance STEM education and inspire innovation among Hawari Island
youth. The organization directly supports the event by providing venue access, coordinating volunteers and judges,
and assisting with event logistics at the Kenyan K. Beals Community Robotics Center. The Kenyan K. Beals Community
Robotics Center is a joint project between Hawaii Science and Technology Museum and the Mokupapapa Discovery
Center, reflecting a shared commitment to expanding hands-on STEM learning opportunities in East Hawari.

funds.
The 2026 Hawai'i VEX IQ Regional Celebration Tournament will produce measurable educational outcomes by
providing elementary and middle school students with structured, hands-on experience in robotics engineering and
competition -based learning. Students receive real-time, real -world feedback on their iterative engineering designs for
robots built to specifications to accomplish specific tasks, allowing them to refine solutions through multiple cycles of
testing, adjustment, and improvement. Students will design, build, and program functional robots to complete defined
engineering challenges, demonstrating applied knowledge in coding, mechanical design, and problem -solving.
Students will also present their work and engineering design process through written and oral presentations during
judged interviews, clearly communicating their strategies, teamwork, and iterative design decisions. The event will
further support measurable growth in STEM competencies, including computational thinking, engineering design
cycles, and collaborative problem -solving skills. By bringing together multiple schools across Hawaii Island, the
tournament will expand equitable access to STEM enrichment opportunities and encourage cross -school collaboration
and peer learning. Community engagement will also be strengthened through the involvement of volunteers, referees,
and judges who provide mentorship and technical support. Overall, success will be measured through the number of
participating teams, completion of competition matches, judge scoring rubrics (including engineering notebook and
interview performance), and documented student engagement in both technical execution and teamwork, with the
event ultimately providing a real -world applied learning environment that reinforces STEM pathways and future career
exploration.
