A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAI`I
INTERNATIONAL SCIENCE EXPERIENCE TO ASSIST WITH EXPENSES FOR THE
2026 HISE PROGRAM.
WHEREAS, Hawaii International Science Experience is a 501(c)(3) nonprofit
organization committed to helping youth embrace the challenges of an interconnected world by
providing opportunities to broaden their perspective of the world, foster relationships, and
cultivate leadership skills; and
WHEREAS, Hawaii International Science Experience is requesting funds to assist with
expenses for transportation for students and staff to access workshops and field sites, ensuring
participation in STEM and cultural learning, which will serve a public purpose by benefiting,
improving, or promoting the interests of culture and the arts and educational concerns; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 8 are hereby transferred to the
Department of Parks and Recreation to provide a grant to Hawaii International Science
Experience for the expenses and purposes identified in "Exhibit A," a copy of which is attached
hereto and incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.

The Hawaii International Science Experience (HISS) is an annual 5-day science and culture program designed and
hosted by high school student leaders on Hawari Island. The program brings together students from across Hawaii
Island and invites international schools to participate in collaborative science learning experiences that highlight
innovation, sustainability, and the Island's unique environmental and cultural resources. The 2026 program will take
place July 19-23. During this event, participants engage in hands-on science workshops, field -based learning
experiences, collaborative problem -solving projects, and discussions with professionals working in Science, Technology,
Engineering, and Mathematics (STEM) and environmental fields. Students will travel island -wide to explore its diverse
ecosystems and scientific research environments. Activities introduce participants to current scientific advances,
sustainability innovations, and STEM career pathways while strengthening collaboration between schools and
communities across the island. All Hawari Island Department of Education high schools, as well as several charter and
private schools, have been invited to participate. The public purpose served by this program is educational. HISS
expands access to experiential STEM education for students and provides opportunities to interact with professionals,
explore careers, and build collaborative skills. The program also fosters global collaboration by connecting local
students with international peers, strengthening our students' confidence in the world. This program strengthens the
STEM education ecosystem by creating direct connections between students, educators, and professionals working in
science. With students from multiple schools, HISE expands inter -school relations and collaboration. The program
supports the development of future leaders while reinforcing Hawari Island as a place where education, research, and
stewardship of natural resources intersect.

Hawari Island students who attended the 2023 Japan Super Science Fair were so inspired by the transformadve
experiences that they asked whether a similar program could be offered on Hawari Island. Community leaders in
youth development responded to their request and created the Hawari International Science Experience, a student-
designed and delivered 5-day event. This 501c3 will focus on this key event and consider extensions that promote
continued inter -school collaborations and workforce development benefits to HISE alumni. This 501c3 supports the
annual student board, with advisors, and shares responsibilities in fund development.

Public Purpose of Requested Funds
.Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

funds.
Measurable outcomes include increased student exposure to STEM fields and career pathways; increased awareness of
.post -secondary education options; improved leadership, collaboration, and problem -solving skills among student
participants; and strengthened connections between students, educators, and community partners. Funds for this
Contingency Relief Fund (CRF) request will be utilized before the end of the fiscal year to support planning, materials,
and logistics in preparation for the July 19-23 event. Outcomes will be measured through participation counts, pre -
and post -program surveys, student reflections, and educator feedback, assessing changes in knowledge, interest, and
